Prime Minister meets with UN Secretary-General

The UN Secretary-General discussed the current state of global affairs and the multidimensional challenges facing the international community. He expressed hope for stronger cooperation among nations in tackling climate change and emphasized the necessity of reforming and streamlining the UN's operational structure to enhance its effectiveness.

Prime Minister Pham Minh Chinh reaffirmed Vietnam’s strong commitment to multilateralism and an international order based on international law and the UN Charter. He emphasized Vietnam’s consistent fulfillment of its obligations in addressing climate change and called for greater UN support for ASEAN’s central role in the regional architecture. He also expressed his hope that Secretary-General Guterres would visit Hanoi in October to attend the signing ceremony of the UN Convention on Cybercrime.

The Prime Minister met with ASEAN Secretary-General Kao Kim Hourn. He confirmed that Vietnam would work closely with member states to realize the ASEAN Community Vision 2045. He expressed confidence in the Secretary-General’s leadership and the Secretariat’s continued support in maximizing the benefits of regional integration.

Both sides agreed to prioritize the preservation of ASEAN's unity and cohesion, to boost intra-regional trade and investment, to capitalize on emerging growth drivers, and to strengthen practical cooperation for the people. They also emphasized sub-regional development, expanded connectivity in infrastructure, transport, institutions, and human resources to foster inclusive and balanced growth.

Creating breakthroughs in Vietnam - India economic cooperation

Both leaders expressed satisfaction with the robust development of the Comprehensive Strategic Partnership between Vietnam and India. They noted that the two countries still have significant potential to deepen cooperation across all sectors.

The Prime Ministers agreed to create breakthroughs in economic, trade, and investment cooperation by leveraging geo-economic advantages and market potential. They also discussed elevating defense and security collaboration to a strategic focus and expanding science and technology cooperation into a key pillar of bilateral ties.

He praised Malaysia’s efforts, as ASEAN Chair, in addressing regional issues, thereby strengthening unity and enhancing ASEAN’s credibility and centrality. He proposed increased cooperation in Halal production, rice trade, and maritime collaboration.

The Malaysian Prime Minister proposed enhancing fisheries cooperation and invited Prime Minister Pham Minh Chinh to attend the upcoming ASEAN Summit in October.

The two sides agreed on measures to deepen ties, including early approval of the Action Program for implementing the Vietnam-Malaysia Comprehensive Strategic Partnership for 2025–2030. They also committed to strengthening cooperation in defense, energy, tourism, and people-to-people exchanges.

Raising Vietnam - Cambodia trade to $20 billion

He thanked Cambodian People's Party President and Senate President Hun Sen for attending Vietnam’s upcoming celebration of the 80th anniversary of the August Revolution and National Day, highlighting the close and enduring relationship between the two nations.

He proposed continued political trust-building and the effective use of bilateral cooperation mechanisms. He encouraged facilitation of business and investment and committed to reaching $20 billion in bilateral trade in the near future. He also emphasized the need to enhance transport connectivity, simplify cross-border procedures, and boost tourism cooperation.

Both sides agreed to accelerate land border demarcation, complete the Phnom Penh - Bavet expressway, and inaugurate the Tan Nam - Meun Chey shared border gate. They also exchanged views on regional and international matters of mutual interest.

Prime Minister holds talks with Armenian Prime Minister

The leaders welcomed the positive development of bilateral relations, particularly increased political trust through high-level visits. These included the meeting between General Secretary To Lam and Prime Minister Pashinyan during the 2024 Francophonie Summit, the official visit to Vietnam by Armenian National Assembly Speaker Alen Simonyan in November 2024, and the recent official visit to Armenia by Vietnamese National Assembly Chairman Tran Thanh Man.

The Armenian Prime Minister congratulated the Vietnamese government and people on the 80th anniversary of National Day and shared fond memories of his official visit to Vietnam in 2019. He expressed admiration for Vietnam's dynamic and sustainable development and reaffirmed Armenia’s desire to deepen traditional friendly relations, particularly in economics, trade, investment, and education.

Prime Minister Pham Minh Chinh congratulated Armenia on its recent economic and social achievements under Prime Minister Pashinyan’s leadership. He especially welcomed the peace agreement signed between Armenia and Azerbaijan after nearly 40 years of conflict, which he said would create a peaceful and stable environment conducive to development.

The Prime Minister emphasized Vietnam's appreciation for its traditional friendship with Armenia and proposed that Armenia work with other Eurasian Economic Union (EAEU) members to remove safeguard thresholds on Vietnamese exports. He also called for enhanced bilateral mechanisms to boost trade, investment, and economic cooperation.

The two leaders agreed on various measures to advance bilateral relations. These include strengthening political trust through continued high-level exchanges, promoting an annual political consultation mechanism between their foreign ministries, considering visa exemptions to boost tourism, increasing engagement between businesses and localities, fostering cultural and people-to-people exchanges, and expanding cooperation in logistics, education, and training.

On this occasion, Prime Minister Pashinyan cordially invited Prime Minister Pham Minh Chinh to visit Armenia and expressed his own desire to return to Vietnam soon.
