During the meeting, Prime Minister Pham Minh Chinh expressed appreciation for China sending a high-level delegation and military unit to attend Vietnam's celebrations marking the 50th anniversary of national reunification and the 80th National Day.

Prime Minister Chinh congratulated China on its continued development achievements, noting its leading role in global economic growth and valuable contributions to resolving pressing global challenges. He also praised the theme of the expanded 2025 SCO Summit and affirmed Vietnam’s readiness to collaborate with China and other member countries to promote multilateralism, sustainable development, and international cooperation.

President Xi Jinping warmly welcomed Prime Minister Chinh and the high-ranking Vietnamese delegation, emphasizing China’s appreciation of Vietnam’s commitment to strengthening Vietnam-China ties and its active support for international conferences hosted by China.

President Xi conveyed his regards to General Secretary To Lam and other Vietnamese leaders and extended congratulations to the Vietnamese Party, State, and people on the occasion of the 80th anniversary of the August Revolution and National Day (September 2).

Strengthening ties under the ‘six more’ orientation

Both leaders agreed to further elevate relations between the two Parties and two countries under the orientation of “six more” – enhancing strategic dialogue, comprehensive cooperation, economic connectivity (especially in railway infrastructure), science and technology collaboration, and innovation.

Prime Minister Chinh reaffirmed Vietnam’s consistent policy of considering the development of relations with China as an objective necessity, a strategic choice, and a top priority in its foreign policy. He emphasized Vietnam's willingness to work closely with China to effectively implement the common understandings of both General Secretaries and turn strategic directions into practical outcomes that benefit both peoples.

The two sides reached consensus on strengthening high-level exchanges and pushing forward strategic discussions. They also agreed to promote cooperation across sectors and accelerate economic connectivity, particularly in railway development and infrastructure innovation.

Accelerating power cooperation and railway projects

A key proposal from Prime Minister Chinh was the early signing of a Memorandum of Understanding (MoU) to strengthen Vietnam-China electricity connectivity and begin electricity trading at the 500kV high-voltage level.

He also proposed maintaining flexible contact between the two General Secretaries and advancing substantive cooperation in defense and security. Additionally, he urged prompt organization of the first meeting of the Vietnam-China Joint Railway Cooperation Committee. Vietnam asked to be prioritized in China’s Asia-Pacific industrial railway development partnerships and requested accelerated feasibility studies and negotiations on preferential loan agreements for railway projects.

To support Vietnam’s railway industry development, he also sought Chinese assistance in workforce training and industrial cluster development.

Facilitating trade and education cooperation

Prime Minister Chinh called on China to expand imports of Vietnam’s high-quality agricultural products and quickly finalize quarantine protocols for items such as pomelos, wild-caught seafood, and meat products. He also requested China approve pending applications for growing area codes for Vietnamese durian and promote smart border gate models and cross-border economic cooperation zones.

In terms of energy, the Prime Minister urged both sides to enhance comprehensive energy cooperation, including clean energy development, electricity trading, and boosting power export capacity to Vietnam.

On the education and innovation front, Prime Minister Chinh proposed that China’s Tsinghua University implement PhD scholarships for Vietnamese students specializing in artificial intelligence (AI). He also requested large-scale training programs for Vietnam in key fields such as AI, semiconductors, quantum technology, and low-orbit satellites.

Fostering cultural exchange and regional dialogue

Prime Minister Chinh expressed hope for deeper cultural ties, including the effective implementation of the Vietnam-China Year of People-to-People Exchange, youth exchange programs such as the “Red Journey,” visa waivers, and increased commercial flights between localities.

President Xi Jinping welcomed these proposals and praised Vietnam’s positive contributions to bilateral ties. He expressed full support for Vietnam’s 14th Party Congress and its socialist development path.

President Xi also emphasized the importance of strengthening strategic exchanges at all levels and achieving tangible cooperation outcomes. He suggested organizing the 17th session of the Vietnam-China Steering Committee for Bilateral Cooperation and the “3+3 Strategic Dialogue” involving the foreign ministries, defense ministries, and public security ministries of both countries in 2025.

Both sides committed to aligning development strategies, advancing transport infrastructure cooperation – especially in railway development – and agreed to soon hold the first session of the Vietnam-China Joint Railway Cooperation Committee. The goal is to complete feasibility studies for the Lao Cai - Hanoi - Hai Phong railway and explore cooperation in mobilizing capital and human resource training.

Peaceful cooperation and regional stability

The two countries also pledged to accelerate the development of smart border gates and cross-border economic cooperation zones. They agreed to organize meaningful events commemorating the 75th anniversary of diplomatic relations and expand youth exchanges, including research and study trips to China.

In a spirit of openness and sincerity, both leaders discussed maritime issues and reaffirmed their commitment to fully implementing the highest-level mutual understandings to better manage and resolve disputes. This would ensure a peaceful, cooperative, and stable environment in the region.
