On December 17, Prime Minister Pham Minh Chinh signed a decision to establish the Steering Committee for Anti-Wastefulness, with the Prime Minister serving as its Head.

The Steering Committee includes Deputy Heads, namely:

Deputy Prime Minister Ho Duc Phoc (Permanent Deputy Head)
Minister of Finance Nguyen Van Thang
Government Inspector General Doan Hong Phong

The members of the Steering Committee include ministers and heads of agencies equivalent to ministries:

National Defense, Public Security, Construction, Transport, Planning and Investment, Home Affairs, State Bank of Vietnam, Government Office, Justice, Industry and Trade, Natural Resources and Environment, Information and Communications, Agriculture and Rural Development, Science and Technology, Culture, Sports and Tourism, Education and Training, Health, Labor-Invalids and Social Affairs, and the Committee for Ethnic Affairs.

Additionally, the Committee includes: The Chairman of the Commission for the Management of State Capital at Enterprises; The Chairpersons of the People’s Committees of Hanoi and Ho Chi Minh City.

The Steering Committee is an inter-agency coordinating body tasked with assisting the Prime Minister in directing and coordinating solutions for critical, cross-sectoral matters related to combating wastefulness.

The Committee is also responsible for advising the Prime Minister on strategies, policies, and solutions for implementing the national strategy on anti-wastefulness, the Government's comprehensive program on thrift practice and anti-wastefulness, and other significant initiatives to prevent wasteful use of economic resources.

The Ministry of Finance will serve as the standing agency of the Steering Committee.
