On October 24, during his participation in the BRICS Expanded Summit in Kazan, Russia, Prime Minister Pham Minh Chinh held a meeting with Russian President Vladimir Putin.
President Vladimir Putin welcomed and thanked Prime Minister Pham Minh Chinh for attending the summit. He conveyed greetings to General Secretary To Lam and other senior leaders of Vietnam, extending congratulations to President Luong Cuong on his recent election as Head of State.
The Prime Minister congratulated President Vladimir Putin on successfully hosting the BRICS Summit and the expanded BRICS activities throughout 2024, praising the initiatives to "build a better world."
President Putin expressed gratitude to the Vietnamese government and the Prime Minister for their commitment and decisive actions in implementing the agreements between the two nations and finding solutions to address certain challenges in bilateral cooperation.
Prime Minister Pham Minh Chinh affirmed that the Party and State of Vietnam highly value the Comprehensive Strategic Partnership with Russia.
Vietnam will never forget the sincere and meaningful support provided by Russia. The Prime Minister expressed a desire to deepen and enhance bilateral cooperation across all fields.
He congratulated Russia on its socio-economic achievements in recent years under President Vladimir Putin’s leadership, noting the resilience of the Russian people and culture in facing challenges.
Strengthening bilateral ties
Both leaders acknowledged the ongoing strengthening and expansion of the Comprehensive Strategic Partnership, characterized by vibrant visits and exchanges at various levels, particularly at the highest levels, along with significant growth in bilateral trade.
However, they agreed that the current outcomes have not yet met the set goals, emphasizing the need for closer cooperation to effectively promote economic, trade, investment, tourism, and new fields such as renewable energy and infrastructure.
President Putin commended the successful organization of the 25th session of the Vietnam-Russia Intergovernmental Committee on Economic, Trade, and Scientific-Technical Cooperation, urging both sides to effectively implement the agreements made during the session.
Prime Minister Pham Minh Chinh assured that Vietnam would facilitate opportunities for Russian businesses interested in investing in the Vietnamese market. He also requested President Putin's continued guidance to ensure the Russian government's cooperation with Vietnam across all areas, ensuring mutually beneficial outcomes.
Focus on energy cooperation
The two leaders underscored the importance of energy and oil cooperation, a cornerstone of Vietnam-Russia relations.
They expressed a shared desire to advance collaborative energy projects to meet each nation's development needs, aligning with current trends in green growth and sustainable development. In the immediate term, both sides agreed to prioritize technology transfer, human resource training, and the development of a skilled workforce for Vietnam.
Prime Minister Pham Minh Chinh and President Putin also discussed specific directions and measures to enhance cooperation in other fields where both countries see significant potential, such as science and technology, education and training, tourism, and transportation. They agreed to coordinate preparations for activities marking the 75th anniversary of diplomatic relations in 2025.
The Prime Minister thanked President Vladimir Putin and the Russian Federation’s leadership for their ongoing support, urging continued favorable conditions for the Vietnamese community living, working, and studying in Russia, contributing as a bridge of friendship and cooperation between the two nations.
On this occasion, the Russian Federation confirmed it would continue offering 1,000 scholarships to Vietnamese students studying in Russia.
Before this, Prime Minister Pham Minh Chinh also met with President Nicolas Maduro of Venezuela, Chairman Bakytzhan Sagintayev of the Eurasian Economic Union (EAEU), Malaysia’s Minister of Economy Rafizi Ramli, and Cuban Minister of Foreign Affairs Bruno Rodriguez Parrilla.
