Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee for the Implementation of Resolution No. 18-NQ/TW, presided over the committee's fourth session to address restructuring and streamlining within Vietnam's political system.
The meeting, held on the afternoon of December 17, focused on implementing the resolution titled "Some issues on continuing to renew and reorganize the political system to ensure streamlined, effective, and efficient operation." Attendees included Politburo members, Central Party Committee members, deputy prime ministers, ministers, heads of agencies, and Steering Committee members.
During the session, the committee members provided feedback to finalize the report prepared by the Government Party Caucus on implementing Resolution No. 18. Key topics included renaming ministries following mergers and restructuring the organizational models of specific agencies.
Significant time was dedicated to discussing policies for officials, civil servants, and workers affected by the restructuring and streamlining of the political system.
Prime Minister Pham Minh Chinh emphasized that policies must ensure fairness, humanity, and a balanced approach, helping stabilize lives and protect the legitimate rights and interests of officials, civil servants, and workers.
He stressed that policies should build upon and improve existing frameworks. "We must not sacrifice social progress, fairness, or welfare for mere economic growth," he said, emphasizing the need for better living standards, happiness for citizens, and leaving no one behind.
The Prime Minister also highlighted the importance of creating incentives for voluntary resignations after restructuring. This approach must align with the nation's conditions and focus on accountability among leaders of agencies and units. Leaders must evaluate, filter, and select individuals for resignation based on goals to reduce staff, restructure, and improve the quality of officials, civil servants, and employees.
He also called for retaining capable, ethical, and passionate officials while implementing policies to attract talented individuals into public service.
Standing Deputy Prime Minister Nguyen Hoa Binh was tasked with directing the completion of reports and proposals for submission to higher authorities. The Prime Minister stressed that policies must be easy to understand, calculate, remember, and implement. He also called for enhanced public communication and education about these reforms.
