Prime Minister Nguyen Xuan Phuc has requested an investigation into the discharge of water from the Ho Ho Hydropower Plant dam to define which organisations and individuals were responsible in order to compensate affected people.
PM requests compensation for people affected by dam discharge
According to local people, water discharged from hydropower dams during heavy rains on October 14 evening exacerbated the flooding that has submerged thousands of houses in the area.
The PM has urged the Ministry of Industry and Trade to cooperate with the Ministry of Natural Resources and Environment and the Ministry of Agricultural and Rural Development to investigate the water discharge from hydropower plants during the flooding, including Ho Ho Hydropower Plant.
Under the PM's instruction, the investigation must clearly define specific responsibilities of organisations and individuals related to the water discharge to pay compensation to affected people.
The ministries will have to report the results to the PM before October 25.
At a meeting with representatives from the Ministry of Industry and Trade on October 17, Director of Ho Ho Hydropower Plant Vu Manh Hung said that, on between October 13 and the morning of October 15, his company had informed authorities of Huong Khe District of the water discharge due to the dam's high water level.
However, Le Ngoc Huan, Chairman of Huong Khe District People's Committee, said that local authorities did not receive any report from the plant. He once again noted that the sudden water discharge resulted in big losses for local people.
The flooding in the central region on October 13-16 led to 29 deaths and missing, and left 121,000 houses submerged.
Prime Minster Nguyen Xuan Phuc has called on ministries and agencies to launch campaigns to support flood victims in the central region.
