Tuyen added that they were preparing to file charges against the teacher, named Nguyen Thi Phuong Thuy, 41, the head teacher of Class 6.2 at Duy Ninh Secondary School.

On the same day, the Quang Binh Department of Education and Training established a working group to work with the education office of Quang Ninh District, Duy Ninh Secondary School and the teacher.

Thuy was transferred to Duy Ninh Secondary School at the beginning of this academic year to teach Maths and Technology.

On November 19, she ordered 23 students of Class 6.2 to slap the face of a classmate after hearing he used foul language in class.

The boy was hospitalized after receiving the 231st slap from Thuy. He has since been discharged from the hospital but is still traumatized.

Dinh Quy Nhan, director of the Quang Binh Department of Education and Training, was cited by news site VnExpress as saying that Thuy had admitted to her actions, which she attributed to the pressure of seeing the poor performance of her students in emulation programs at the school.

Lawyer Vo Cong Hanh, director of Cong Khanh Law Firm and a member of the Thua Thien-Hue Bar Association, said if the student was found to be physically damaged by a rate of 11% or more, Thuy would be charged with intentionally causing bodily harm. Otherwise, she may be accused of maltreating others, attracting a prison sentence of one to three years, in line with the 2015 Penal Code.
