On behalf of the Politburo, Standing Member of the Secretariat Tran Cam Tu recently signed Conclusion No. 31 regarding adjustments to cadre management decentralization and the classification of leadership positions at national media agencies, the Vietnam Academy of Social Sciences and the Vietnam Academy of Science and Technology.

According to the conclusion, the Politburo agreed to revise the cadre management decentralization outlined in Regulation No. 377 dated October 8, 2025.

Under the new framework, the positions of vice presidents of the Vietnam Academy of Social Sciences and the Vietnam Academy of Science and Technology, along with deputy general directors of the Vietnam News Agency, Voice of Vietnam and Vietnam Television, will move from positions requiring appraisal opinions from central Party agencies to positions directly decided by the Secretariat.

The Politburo also approved revisions to leadership classifications under Regulation No. 368 dated September 8, 2025.

Specifically, the positions of president of the Vietnam Academy of Social Sciences, president of the Vietnam Academy of Science and Technology, general director of the Vietnam News Agency, general director of Voice of Vietnam and general director of Vietnam Television were upgraded from Grade 2 to Grade 1 under Group II - positions managed directly by the Politburo.

Meanwhile, the positions of vice presidents of the two academies and deputy general directors of the Vietnam News Agency, Voice of Vietnam and Vietnam Television were elevated from Grade 1 Group IV - positions managed by Party committees and agency leadership - to Grade 1 Group III, which falls under Secretariat management.

Personnel review and standards reassessment required

The Politburo assigned the Central Organization Commission to coordinate with relevant agencies in specifying standards for the newly adjusted positions and conducting reviews and evaluations of current personnel.

If officials meet the required standards and conditions, authorities will seek approval before carrying out personnel procedures and submitting cases to the Secretariat for consideration under its authority.

In cases where personnel fail to meet the required standards or conditions, authorities will consider assigning them to other suitable positions.

The Politburo also tasked the standing committees of Party committees at the five agencies with reviewing, revising and supplementing leadership standards in line with the new management framework.

The Politburo emphasized that all reviews, evaluations and appointment procedures for subordinate leadership positions must ensure consistency, compliance with regulations and accountability before the Secretariat.

Earlier this year, the five agencies - Vietnam Television, Voice of Vietnam, Vietnam News Agency, the Vietnam Academy of Social Sciences and the Vietnam Academy of Science and Technology - were officially transferred to become public service units under the Party Central Committee.
