On August 13th, at the headquarters of the Party Central Committee, the Politburo and the Secretariat reviewed and imposed disciplinary actions on Party organizations and members found to have committed violations and shortcomings.
After considering the proposal from the Central Inspection Commission, the Politburo and the Secretariat concluded that the Standing Committee of the Lam Dong Provincial Party Committee for the 2015-2020 term had violated the principles of democratic centralism and working regulations. They failed to report to the Provincial Party Committee for approval on the planning of three forest types in the province. The committee also showed a lack of responsibility, failed to provide leadership and oversight, and allowed the Standing Committee of the Provincial People's Council to issue documents replacing the council's resolutions on forest planning, which were in violation of regulations and beyond their authority.
Furthermore, the Lam Dong Provincial Party Standing Committee permitted the Provincial People's Committee to issue decisions and documents on forest planning, land-use changes for forest land and residential land, financial obligations, and project management without legal grounds, leading to potential state budget losses and violations in project management.
For the 2020-2025 term, the Standing Committee continued to violate the principles of democratic centralism and working regulations. They did not hold discussions to decide on the continuation of forest land conversion for the Dai Ninh Urban Area Project (Dai Ninh Project). Additionally, they approved the construction of a golf club building in violation of the law and failed to provide adequate leadership and oversight, allowing the permanent member of the Provincial Party Standing Committee to report to the Prime Minister in support of the Government Inspectorate's recommendation to extend the project timeline, which was contrary to regulations. The Provincial People's Committee also delayed determining the financial obligations related to the Dai Ninh Project, risking significant state budget losses.
Moreover, several officials and Party members, including key provincial leaders, have faced disciplinary and criminal action related to bribery, abuse of power, and other violations in connection with the Dai Ninh Project and related local entities.
The Politburo also concluded that the Party Committee of the Government Inspectorate for the 2016-2021 term had violated the principles of democratic centralism, Party regulations, and working procedures. The committee showed a lack of responsibility, failed to provide leadership and oversight, and allowed the Government Inspectorate to handle a petition from the Saigon Dai Ninh Company in violation of the Law on Inspection. The committee recommended an extension of the project's timeline and land use, which was against regulations. As a result, several officials and Party members faced disciplinary and criminal action.
The Politburo also found that Deputy Prime Minister Le Minh Khai, former Secretary of the Party Central Committee, former Secretary of the Party Committee of the Government Inspectorate, and former Inspector General, had violated Party regulations and state laws in performing his assigned duties. Khai also violated Party rules on what members are prohibited from doing and failed to set an example, causing serious consequences, negative public opinion, and diminishing the reputation of the Party organization and the Inspectorate.
Based on the nature, extent, and consequences of the violations committed by the Party organizations and members mentioned above, the Politburo decided to reprimand the Standing Committee of the Lam Dong Provincial Party Committee for the 2015-2020 and 2020-2025 terms, as well as Mr. Le Minh Khai.
The Secretariat also decided to reprimand the Party Committee of the Government Inspectorate for the 2016-2021 term.
The Politburo and the Secretariat urged relevant authorities to promptly and uniformly enforce administrative disciplinary measures alongside Party disciplinary actions.
