On behalf of the Politburo, Permanent member of the Secretariat Tran Cam Tu recently signed Plan No. 03 to implement the resolution adopted at the second plenum of the 14th Party Central Committee on continuing to strengthen the Party’s leadership in anti corruption, wastefulness, and misconduct prevention efforts in the new period.
The plan aims to create stronger unity in awareness and decisive action while promoting the roles and responsibilities of Party committees, organizations, agencies, local authorities, officials, Party members, and citizens in anti corruption efforts.

Central Party agencies, Party committees directly under the Central Committee, provincial Party committees, and city Party committees are required to proactively develop programs, projects, and detailed implementation plans to effectively carry out the resolution.
The plan also requires clearly assigned responsibilities and implementation roadmaps for each Party committee and organization.
Regarding implementation of the resolution and execution plan, the Politburo previously organized a nationwide conference to study and disseminate Resolution No. 04 on strengthening the Party’s leadership in anti corruption, wastefulness, and misconduct prevention during the new period.
The Politburo assigned the Central Propaganda and Mass Mobilization Commission to coordinate with the Party Central Committee Office, the Central Internal Affairs Commission, and related agencies in guiding Party committees nationwide in studying and implementing the resolution.
Members of the Politburo, Secretariat, Central Committee, provincial Party secretaries, municipal Party secretaries, and leaders of Party organizations under the Central Committee are responsible for directing the implementation process in accordance with local conditions.
Leaders urged to set examples and practice integrity culture
According to the plan, provincial and municipal Party committees, Party organizations, state agencies, and the Vietnam Fatherland Front at all levels are required to strengthen leadership responsibility, pioneering spirit, exemplary conduct, and integrity culture among officials and Party members in anti corruption efforts.
The Politburo stressed strict handling of leaders who neglect responsibilities, weaken leadership and supervision, or allow corruption, wastefulness, and misconduct to occur.
Authorities are also instructed to punish those who cover up or obstruct investigations and enforcement efforts.
At the same time, the plan calls for mechanisms to encourage and protect organizations, individuals, and leaders who proactively detect and promptly address corruption, wastefulness, and misconduct within their own institutions.
Plan No. 03 also emphasizes improving integrity education and building a culture of integrity at both national and societal levels.
The Politburo identified the development of a synchronized, unified, feasible, strict, and transparent legal framework as a central task.
The plan calls for tighter power control, stricter discipline, stronger supervision of officials, and more effective monitoring of assets and income declarations among Party members and public officials.
Authorities are also instructed to accelerate administrative reform, expand the application of science and technology, and promote digital transformation to improve transparency and accountability.
The plan further calls for proactive identification, forecasting, and early warning mechanisms to address violations before small problems escalate into major cases.
Special attention will focus on new, key, and strategic sectors considered vulnerable to corruption, wastefulness, and misconduct.
The Politburo reaffirmed that violations must be handled strictly, promptly, humanely, and persuasively, with “no prohibited zones and no exceptions.”
At the same time, authorities are instructed to ensure objectivity and comprehensively consider historical context, political effectiveness, socio-economic impacts, and national interests when determining appropriate handling measures.
The Politburo also emphasized prioritizing maximum recovery of assets while encouraging violators to proactively remedy consequences.
In addition, the plan calls for synchronized and comprehensive solutions to create strong breakthroughs in preventing wastefulness related to time, development opportunities, resources, and public assets throughout the political system and society.
The Party leadership also instructed authorities to streamline organizational structures and improve anti corruption institutions while avoiding overlapping functions and responsibilities.
International cooperation will also be strengthened through negotiations and agreements on judicial assistance and anti corruption cooperation.
Vietnam also plans to intensify efforts to track down fugitives, carry out extraditions, and recover corruption related assets transferred abroad.
The Politburo’s plan assigns specific responsibilities to the Central Steering Committee on anti corruption, wastefulness, and misconduct prevention, along with Party organizations within the National Assembly, Government, Ministry of Public Security, Supreme People’s Procuracy, Supreme People’s Court, and central Party agencies.
