Eight new appointments include top roles in health, education, justice, and national universities, effective September 3.
On September 3, Prime Minister Pham Minh Chinh signed a series of decisions to receive, transfer, and appoint senior leaders to key ministries and agencies, including Health, Justice, Science and Technology, Education and Training, the Government Inspectorate, the Vietnam Academy of Social Sciences, the Vietnam Academy of Science and Technology, and Vietnam National University, Hanoi.
Vu Manh Ha, alternate member of the Party Central Committee, has been appointed as Permanent Deputy Minister of Health.
According to Decision No. 1880/QD-TTg, the Prime Minister appointed Le Van Loi, Deputy Director of the Ho Chi Minh National Academy of Politics, as President of the Vietnam Academy of Social Sciences.
In Decision No. 1881/QD-TTg, Vu Manh Ha, an alternate member of the Party Central Committee and Standing Deputy Secretary of the Lai Chau Provincial Party Committee, was appointed as Permanent Deputy Minister of Health.
Nguyen Van Quang, Secretary of the Da Nang Party Committee, has been appointed as Permanent Deputy Inspector General of the Government Inspectorate.
In Decision No. 1882/QD-TTg, the Prime Minister transferred and appointed Phan Chi Hieu, former President of the Vietnam Academy of Social Sciences, as Deputy Minister of Justice.
According to Decision No. 1883/QD-TTg, Nguyen Van Quang, member of the Party Central Committee and Secretary of the Da Nang Party Committee, was appointed as Permanent Deputy Inspector General of the Government Inspectorate.
In Decision No. 1885/QD-TTg, Hoang Minh Son, former Deputy Minister of Education and Training, was transferred and appointed as Chairman of the Council and Director of Vietnam National University, Hanoi.

According to Decision No. 1886/QD-TTg, Tran Hong Thai, Deputy Secretary of the Lam Dong Provincial Party Committee and Chairman of the Provincial People’s Council, was appointed as Permanent Vice President of the Vietnam Academy of Science and Technology.
In Decision No. 1887/QD-TTg, the Prime Minister transferred and appointed Vu Hai Quan, member of the Party Central Committee and former Chairman of the Council and Director of Vietnam National University, Ho Chi Minh City, as Permanent Deputy Minister of Science and Technology.
Under Decision No. 1889/QD-TTg, Le Quan, former Chairman of the Council and Director of Vietnam National University, Hanoi, was transferred and appointed as Deputy Minister of Education and Training.
All of the above decisions take effect from September 3, 2025.
