On the afternoon of September 4, Prime Minister Pham Minh Chinh chaired a conference to announce and present decisions regarding the appointment, reassignment, and transfer of several key leadership positions across ministries and central agencies.
Specifically, the Prime Minister presented the Politburo's decision to assign Le Hoai Trung, a member of the Party Central Committee Secretariat and Chief of the Party Central Office, to work at the Ministry of Foreign Affairs. He was also appointed Acting Minister of Foreign Affairs.

In addition, the Prime Minister officially received and appointed eight other officials to leadership roles at various ministries and institutions.
Le Van Loi, Deputy Director of the Ho Chi Minh National Academy of Politics, was appointed President of the Vietnam Academy of Social Sciences.
Vu Manh Ha, an alternate member of the Party Central Committee and Standing Deputy Secretary of Lai Chau Provincial Party Committee, was appointed Standing Deputy Minister of Health.
Phan Chi Hieu, formerly President of the Vietnam Academy of Social Sciences, was transferred and appointed Deputy Minister of Justice.
Nguyen Van Quang, a member of the Party Central Committee and Secretary of the Da Nang City Party Committee, was appointed Standing Deputy Inspector General of the Government Inspectorate.
Hoang Minh Son, Deputy Minister of Education and Training, was reassigned and appointed Chairman of the Council and Director of Vietnam National University, Hanoi.
Tran Hong Thai, Deputy Secretary of the Lam Dong Provincial Party Committee and Chairman of the Provincial People's Council, was appointed Standing Vice President of the Vietnam Academy of Science and Technology.
Vu Hai Quan, a member of the Party Central Committee and Director of Vietnam National University, Ho Chi Minh City, was appointed Standing Deputy Minister of Science and Technology.

Le Quan, Chairman of the Council and Director of Vietnam National University, Hanoi, was transferred and appointed Deputy Minister of Education and Training.
During the ceremony, Prime Minister Pham Minh Chinh highlighted the qualifications, work history, and contributions of the newly appointed officials. He noted that these appointments reflect not only the capabilities and reputations of the individuals but also the strong trust and expectations of the Party and State leadership.
“These are all individuals with professional training, substantial work experience, and demonstrated dedication in various roles at both central and local levels,” he said. “In any position, they have made consistent efforts to fulfill their duties successfully.”
The Prime Minister expressed confidence that the newly appointed officials would continue to demonstrate responsibility, expertise, and intelligence in their new roles. He called on them to work closely with their teams, uphold unity, and lead with integrity and decisiveness.
He emphasized the need for innovation, adaptability, and a shared vision among leadership teams. “Unity and shared goals are essential,” he stated.
The Prime Minister asked that the newly appointed leaders quickly adapt to their new responsibilities, strengthen cooperation among leadership, and uphold discipline and resilience in the face of challenges.

He also stressed the importance of setting an example in complying with the Party’s policies and the State’s laws, fostering strong, clean Party organizations, and enhancing the leadership and effectiveness of the Party and its members.
He noted that leading ministries in breakthrough sectors such as education, science and technology, healthcare, and academic research brings both honor and major responsibilities.
“The Government will always stand by you, providing the best possible support to help you succeed in your roles and contribute meaningfully to our national goals,” he affirmed.
Speaking on behalf of the newly appointed officials, Nguyen Van Quang, Standing Deputy Inspector General of the Government Inspectorate, pledged to continue striving and working with utmost responsibility to fulfill his new duties.
He and his fellow appointees expressed a desire to continue receiving guidance from the Politburo, the Party Central Committee Secretariat, and senior leaders, as well as cooperation from ministry and local leaders across the country.
