Prime Minister Pham Minh Chinh expressed his gratitude to President Putin for his congratulatory message on the occasion of the 80th anniversary of the August Revolution and Vietnam's National Day on September 2. He also thanked Russia for sending a delegation, led by the First Deputy Chair of the Federation Council, and a military contingent to participate in the celebration and parade.

These gestures demonstrate the sincere friendship and respect of the Russian Federation for Vietnam’s just cause in its struggle for national liberation from colonial rule.

Vietnam places great importance on its traditional friendship and Comprehensive Strategic Partnership with Russia and continues to regard Russia as one of its most crucial partners.

Both sides expressed satisfaction with the impressive progress in bilateral relations, especially following General Secretary To Lam's visit to Russia in May.

The Prime Minister noted that, under the close direction of the two countries’ top leaders and effective government coordination, many issues in Vietnam-Russia relations have been resolved, creating momentum for strengthened cooperation across all fields, especially in economics, trade, investment, culture, tourism, and people-to-people exchange.

President Putin agreed on the need to continue implementing agreements made during recent high-level visits and expressed his support for the cooperation proposals presented by the Prime Minister. He pledged to urge relevant Russian agencies and enterprises to advance collaboration with their Vietnamese counterparts.

Prime Minister Pham Minh Chinh also met with Thongloun Sisoulith, General Secretary of the Lao People's Revolutionary Party and President of Laos.

He emphasized that President Thongloun Sisoulith’s attendance at Vietnam’s 80th National Day celebration demonstrates the deep and loyal bond between the two nations.

President Thongloun Sisoulith shared that on August 30, the Party, State, and people of Laos organized a rally to commemorate Vietnam’s 80th National Day, with widespread participation from the Lao public.

Laos, he affirmed, will continue to preserve and promote its close and robust cooperation with Vietnam.

Both leaders agreed to resolve outstanding project issues, develop preferential policies to encourage cross-border trade, expand the list of tariff incentives, and enhance infrastructure connectivity.

The two countries also agreed to increase cooperation in mineral exploration, IT, telecommunications, and digital transformation, while continuing to share strategic positions on key bilateral and regional issues.

During a meeting with Wang Huning, Chairman of the Chinese People’s Political Consultative Conference, Prime Minister Pham Minh Chinh reaffirmed that Vietnam places the utmost priority on fostering friendly neighborly relations and a Comprehensive Strategic Partnership with China - viewing it as a natural, strategic, and top-priority choice in foreign policy.

Chairman Wang Huning remarked that Vietnam and China are not only neighbors but also comrades and brothers with a shared future.

China, he said, wishes to work with Vietnam to effectively implement high-level consensus and promote cooperation in various sectors for the benefit of both peoples.

The Prime Minister outlined some of Vietnam's key achievements in advancing socialist theory and the path toward socialism, including three foundational pillars: building a socialist democracy, a socialist rule-of-law state, and a socialist-oriented market economy. He also cited three strategic breakthroughs - institutional reform, infrastructure, and human resources - and six central tasks encompassing the economy, foreign affairs, defense-security, culture, social equity, and Party building. Additionally, he presented 12 key missions and solutions to achieve Vietnam’s development goals in the new era.

He stressed Vietnam's interest in learning from China’s recent theoretical and practical advances in socialist development.

Chairman Wang Huning praised Vietnam’s innovative theoretical contributions, especially its application of Marxism to local conditions. He expressed admiration for Vietnam’s recent progress in reform, noting its rapid economic growth and improved living standards.

Wang also shared some of the Chinese Communist Party’s latest theoretical developments and affirmed that the two countries share profound similarities in their theoretical frameworks and socialist paths. He expressed his desire for both sides to enhance experience-sharing and contribute to the cause of socialism in their respective nations.

Later in the day, Prime Minister Pham Minh Chinh also met with Mongolian President Ukhnaa Khurelsukh, Pakistani Prime Minister Shehbaz Sharif, and Kyrgyz President Sadyr Japarov.
