On the afternoon of June 15, Prime Minister Pham Minh Chinh chaired a conference with SOEs to discuss their role in promoting growth, stabilizing the macro-economy, and ensuring major economic balances.

Deputy Prime Ministers Le Minh Khai and Le Thanh Long, along with representatives from ministries, departments, and more than 150 economic groups and state-owned commercial banks, also attended the conference.

The conference assessed the contributions of SOEs to socio-economic development. In 2023, SOEs generated over VND 1,652 trillion in total revenue, reaching 104% of the plan, with profits exceeding VND 125,000 billion.

Notably, 19 corporations under the State Capital Management Committee and Viettel Group accounted for 79% of this revenue. Taxes and state budget contributions from SOEs totaled over VND 166,000 billion.

For the first five months of 2024, the consolidated revenue of these 19 corporations exceeded VND 823,000 billion, a 12% increase over the same period last year. Pre-tax profits were estimated at over VND 28,000 billion, a 33% increase, with state budget contributions reaching over VND 70,000 billion.

Despite these achievements, some SOEs still face operational losses, delayed disbursement, and limited competitiveness in new industries like clean energy and semiconductors. The application of science, technology, innovation, and corporate governance also needs improvement.

In his concluding remarks, Prime Minister Chinh conveyed General Secretary Nguyen Phu Trong's encouragement for SOEs to continue innovating and achieving greater success. He praised the contributions of SOEs to socio-economic development and urged them to provide timely advice on developing mechanisms and policies for production and business.

The Prime Minister highlighted the Party and State's commitment to developing the SOE sector, emphasizing its importance in promoting growth, stabilizing the macro-economy, and ensuring social security.

Prime Minister Chinh outlined several key orientations:

1. SOEs are essential for socio-economic development, growth, and macroeconomic stability.

2. SOEs must handle long-standing issues, accelerate investment progress, and complete projects on time.

3. Focus on innovation, optimization, technology, administration, and personnel.

4. Develop large-scale enterprises in key industries to lead industrialization and modernization.

5. SOEs should lead in innovation, international integration, resource management, policy development, and high-quality human resource training.

Prime Minister Chinh emphasized the need for SOEs in energy, agriculture, public services, and construction to meet national demands and ensure social security. He called for a focus on developing social housing and reducing costs for essential services.

He also urged ministries, agencies, and localities to support SOEs practically and effectively, ensuring tangible benefits for businesses and citizens.

The Prime Minister affirmed the Government's commitment to listening to and supporting enterprises. He expressed confidence that with their resources, determination, and innovative spirit, SOEs would overcome challenges and contribute to achieving the goals of 2024.

Prime Minister Pham Minh Chinh emphasized the importance of state-owned enterprises (SOEs) implementing the "5 pioneers" to drive growth and development. He requested SOEs to excel in the following areas:

1. Pioneering in innovation and technology: Leading in the application and mastery of science and technology, particularly in the era of the 4th industrial revolution.

2. Pioneering in international integration: Making effective investments abroad and enhancing global integration.

3. Pioneering in resource utilization and anti-corruption: Efficiently exploiting the country's resources while actively promoting the prevention and fight against corruption and negativity.

4. Pioneering in policy development: Researching, proposing, and implementing breakthrough mechanisms and policies for national development, encompassing enterprise and socio-economic development, along with ensuring robust social security.

5. Pioneering in human resource training: Focusing on training high-quality human resources and implementing smart governance practices.
