The conference focused on solutions to address the aftermath and provide support to residents and businesses.

Reports revealed that Typhoon No. 3 was the most intense storm in 30 years in the East Sea and the strongest in 70 years on Vietnam's mainland, causing severe damage to lives and property.

As of 6 a.m. on September 15, the storm had left 348 people dead or missing and injured 1,921 others. Nearly 232,000 houses were damaged, over 190,000 hectares of rice flooded, and nearly 48,000 hectares of crops were destroyed.

Additionally, nearly 32,000 hectares of fruit trees were damaged, 3,269 aquaculture cages were swept away, and over 2.6 million livestock perished.

In his opening remarks, Prime Minister Pham Minh Chinh described Typhoon Yagi as a historic storm with seven defining factors: High intensity, Rapid speed, Broad impact range, Multiple affected groups, Prolonged impact during landfall, Extensive rainfall over northern and central provinces, Severe consequences for lives and property, both physical and emotional.

Under the leadership of General Secretary and President To Lam, the Politburo convened promptly, issuing critical directives. Senior Party and State leaders directly visited affected areas to oversee disaster recovery efforts.

The Prime Minister issued nine directives, ensuring rapid and effective responses. Notable measures included flood diversion to protect the Thac Ba Hydropower Dam in Yen Bai, the Hoang Long dyke in Ninh Binh, and close coordination among forces to prepare for various scenarios.

The Prime Minister praised Deputy Prime Ministers, government members, ministry leaders, local authorities, military forces, police, and citizens for their unity, trust in the Party and State, and diligent implementation of Central directives in responding to and recovering from the disaster.

The Prime Minister emphasized that the conference aimed to evaluate the leadership and response efforts while implementing solutions focused on four major objectives: Quickly addressing storm aftermath, Stabilizing people's lives, Restoring production and business activities, Promoting economic growth.

"We work for the nation, for our fellow citizens, for the people, and for the country's development," the Prime Minister stated.

According to the Ministry of Agriculture and Rural Development, the Government, Prime Minister, and local authorities proactively directed early measures to monitor the storm and floods.

Military, police, and local disaster response forces closely followed the Prime Minister's directives, guiding 51,319 fishing vessels with 219,913 people out of danger zones or to shelters. They evacuated 52,979 people from aquaculture cages and weak structures to safety and relocated 74,526 households (130,246 people) from deeply flooded areas.

The military mobilized 438,275 personnel and 6,642 vehicles for storm response and 107,911 personnel with 2,142 vehicles for flood and landslide mitigation. Police forces deployed over 150,000 officers and soldiers to assist in disaster response and recovery.

Local authorities, youth groups, and disaster response teams were mobilized to their fullest capacity to address the aftermath of the storm and floods effectively.
