Deputy Minister of Information and Communications (MIC) Nguyen Thanh Lam, the ministry’s spokesperson on September 13, presided over the regular September press conference. The key measures to fight against online fraud were one of the topics discussed at the event. 

MIC also spoke about the 2G cessation process, the handling of consequences caused by Yagi typhoon and floods. 

Pham Thai Son, deputy director of NCSC (National Cyber Security Centre), said scammers mostly approach victims through calls, messages, social networks and OTT platforms. They use various tricks to lure victims to access fake websites and fanpages to steal people’s information. 

Another method used by scammers is to seduce victims to join groups on OTT platforms, conducting psychological manipulation on victims and inviting them to invest in bogus projects, and then appropriate their assets.

Mentioning the measures to control online scams, Son said there are solutions categorized in three major groups, related to policies, technological solutions and propaganda.

There are four goals that need to be reached when applying anti-scam campaigns, including heightening people’s awareness, building a healthy and safe environment in cyberspace, preventing scams as soon as possible and minimizing the impacts that scams may have on people.

Regarding the policies and legal conditions, AIS has recently fined and revoked six brandnames of some units which violated regulations on preventing spam emails and spam calls.

Since July 2024, commercial banks have required people to have biometric authentication when conducting online transactions with value of VND10 million each transaction and VND20 million each day as per the new regulation set by the State Bank of Vietnam (SBV).

According to Son, the measure has helped reduce the number of forged bank accounts, unidentified bank accounts, and particularly, slow down scammers’ cash flow, thereby helping to protect people’s assets.

One of the technological measures which AIS will continue to apply is an anti-online scam database, connected with many other platforms which helps discover and prevents fake links.

A report showed that the technological system has detected and prevented more than 13,000 malicious domain names, thus supporting 11 million Vietnamese users in cyberspace.

Public information on fraud identification and prevention with the participation of KOLs has reached 30 million Facebook users, or 39 percent of the total number of users of this social network.
