The Ministry of Public Security is also advancing its proposal to reorganize local police forces for greater effectiveness.
Government's push for streamlined governance
On January 13, Prime Minister Pham Minh Chinh chaired the 10th meeting of the Government Steering Committee tasked with reviewing the implementation of Central Resolution No. 18 of the 12th National Congress. This resolution focuses on restructuring the political system to ensure streamlined and effective governance.
During the meeting, the committee reviewed progress, discussed draft proposals, and examined plans to restructure inspection agencies and government bodies.
The reorganization is expected to significantly reduce the internal structures of ministries and agencies. Specifically, the government’s apparatus will consist of 22 entities, including 17 ministries and ministerial-level agencies (a reduction of 5) and 5 government-affiliated agencies (a reduction of 3).
This restructuring includes eliminating over 4,250 internal units:
All 13 general departments,
Nearly 86% of departments and equivalent entities (519 units),
Over 54% of divisions (219 units),
Approximately 92% of district-level entities (3,303 units),
And 203 public service units.
These reductions do not yet account for the planned reorganizations within the Ministry of National Defense and the Ministry of Public Security, both of which will further trim their structures to align with Central directives.
Enhanced focus on inspection systems
Prime Minister Pham Minh Chinh praised the efforts of the Steering Committee and relevant agencies in drafting plans that ensure no essential functions or tasks are neglected. He emphasized that the goal is to maximize efficiency and effectiveness while serving the public and businesses.
Special attention is being given to restructuring the inspection system. Despite its effectiveness, the current system is deemed overly complex and occasionally inefficient. Reorganization aims to streamline operations, minimize redundancy, and ensure the independence and consistency of inspection processes.
The Prime Minister emphasized that the reforms must uphold critical state management functions and enhance the quality of civil servants while avoiding overlaps and unnecessary intermediary layers.
Defense and public security priorities
The Ministry of National Defense and the Ministry of Public Security have successfully implemented directives under Resolution No. 05 and Resolution No. 22 of the Politburo, focusing on building efficient and modern armed forces.
Prime Minister Chinh directed both ministries to continue reviewing their organizational structures, submitting revised plans to higher authorities for approval.
He stressed the importance of placing national and public interests at the forefront while ensuring timely and high-quality implementation of reorganization plans.
