People in the central province of Quang Nam have set up farms and houses to scam compensation money from some local projects.
A wall built around a fish pond to wait for being compensated
The case has occurred in Tam Anh Nam Commune, Nui Thanh District where many houses, fish ponds and farms have been illegally built over the past two weeks.
Provincial authorities have allowed Truong Hai Auto JSC to carry out some investment projects in Tam Anh Nam Commune.
Over recent days, many local households have transported construction materials to build facilities on the areas planned for the projects.
Several poultry farms have also been set up.
Initially, a few households built constructions and this seemed to be ignored by local authorities. Gradually, more people followed the suit.
Regarding the construction of a wall around a 500-square metre land plot, Nguyen Ni, a local resident, said that this was the way for him to respond to the new rural area development.
Illegal construction works rampant in Tam Anh Nam Commune for compensation scam
Many acacia gardens have been cut down earlier than scheduled to give way to building temporary works which were even completed overnight, turning Tam Anh Nam Commune into an illegal construction site.
Dozens of illegal works have been seen along the one-kilometre road linking Danang-Quang Ngai Highway and Tien Xuan 2 Village.
Nguyen Truong Minh in Tien Xuan 2 Village said that he is not sure how much he would get from compensation. He just followed his neighbours.
Nguyen Xuong, chairman of Tam Anh Nam Commune, said most of the works were built on forestry land and land used for perennial plants which had not been granted ownership rights. However, there were no sanctions to deal with violations.
Xuong added once this kind of land is revoked by local authorities, people will be only compensated for their crops, they would not get compensation for such constructions.
According to Xuong, the local authorities previously warned people about constructions, but they were ignored.
Truong Van Trung, vice chairman of Nui Thanh District, said that the district urged Tam Anh Nam and Tam Hiep communes to tighten control over land management.
