The Danang Inspectorate has discovered various violations in land management at many resettlement and flood control channel projects in Hoa Lien Commune.

Rampant land violations found in Danang

Violations are found in all stages of the process, from project planning to investment supervision and construction. 

The state-owned Dacon JSC illegally appointed five consultancy packages worth over VND3.4bn (USD148,000) to the Thuan Anh Company. 

Thuan Anh company director Nguyen Tuan Thanh is the son of Nguyen Tuan Anh, former director of Dacon JSC. Dacon JSC then illegally held restricted tendering sessions for numerous packages at Lien Hoa 3 and Lien Hoa 4 resettlement areas.

Currently, both of the resettlement areas are suffering from serious subsidence problems because the investor and contractors didn't conduct any geological surveys. As the result, the designs have proved inadequate.

The flood control channel project in Hoa Lien also has many violations. The Dacon JSC didn't submit monitoring reports, evaluation reports and many other documents. The project was 16 months behind schedule.

The Danang inspectorate said that Dacon JSC must take all responsibility for the violations. They suggested transferring the case to the police to start a criminal investigation. 

The Department of Construction, the Office of Danang People's Committee, and the Management Board of Civil and Industrial Investment Projects were asked to undertake a round of self-criticism and punish involved individuals in the Hoa Lien 3 and Hoa Lien 4 resettlement areas. 

The Urban Planning Institute, the Danang Centre for Development of House Land Fund and involved parties must take responsibility for the violations at the flood control channel project.
