The Vietnamese State always pays attention, promulgates and adjusts policies in accordance with reality, prioritizing resources for the implementation of policies, programs and projects to assist people with disabilities. In general, the policy system on education for people with disabilities is relatively complete and is being improved.

In recent years, activities supporting the education for people with disabilities have attracted attention and participation of agencies at all levels, organizations, individuals and the society. Barriers in society and education against people with disabilities are gradually reduced, and the rights of people with disabilities are better guaranteed.

Despite remarkable results, the implementation of policies related to people with disabilities, especially girls and women with disabilities still faces shortcomings and difficulties, particularly insufficient awareness of the role and responsibility of society in educating children with disabilities.

At the seminar entitled “Removing barriers for girls and women with disabilities” organized by the Ministry of Education and Training on June 23, Deputy Director of the Department of Primary Education Ta Ngoc Tri said that creating favorable conditions and eliminating barriers in society for people with disabilities, especially girls and women with disabilities, is an important task. The seminar is an opportunity to present evidence and facts about policies and laws that have been implemented in recent times as well as to identify barriers and inadequacies in current policies to resolve difficulties, make adjustments, and develop appropriate policies in the coming time.

Associate Professor, Dr. Nguyen Xuan Thuy from the Carleton University said that in the early stages of the EDID Project - a cross-national project and case study in Vietnam in the context of the Convention on the Rights of Persons with Disabilities - the majority of women and girls with disabilities participating in the project had the opportunity to participate in more activities, programs and projects related to people with disabilities.

However, the participation and opportunity were not equal across regions, classes, and ages. Women with disabilities from ethnic minority groups faced many barriers related to the intersection of gender, ethnicity and disability, limiting their participation in cultural, political and social spaces.

Based on the early studies, Associate Professor, Dr. Nguyen Xuan Thuy believed that it is necessary to review related documents to give comments, and ensure the rights of women and girls with disabilities in Vietnam.
