The implementation of Instruction No. 02 will create favorable conditions for the sustainable development of the country, strengthening and consolidating the great unity bloc of the entire nation and at the same time smashing conspiracies and tricks of hostile forces in taking advantage of freedom, democracy, human rights and ethnicity to oppose the Party and State of Vietnam.

The Party's consistent and transparent viewpoints and guidelines of respecting, guaranteeing and promoting human rights continue to be affirmed in the Country Building Platform during the transition to socialism (supplemented in 2011), the resolutions of the 11th and 12th Congress of the Party. These policies have been deeply understood, creating important and positive changes in the political system on the position, role and the importance of human rights work in the new situation.

Institutionalizing the Party's line, perfecting the legal system, and especially the National Assembly’s approval of the 2013 Constitution have created a solid legal basis for the protection and enforcement of human rights and prevention and handling of violations of human rights.

In fact, the achievements of national development and international integration have created material conditions and resources to better ensure the basic rights and freedoms of the people.

The material and spiritual life of the people has been significantly improved and keeps improving.

The poverty rate has dropped sharply along with the promotion of social equality. The enjoyment of human rights of the people in all fields has been significantly improved.

These achievements have been recognized by the international community, especially achievements in sustainable poverty reduction, ensuring the rights of vulnerable groups, etc.The results of human rights work in recent years have contributed to maintaining political and social stability, and creating a favorable environment for national development and international integration.

The Conclusion of the Secretariat also requires that in the coming time, party committees, party organizations, authorities and mass organizations at all levels continue to promote the implementation of Directive 44, focusing on implementing the following contents well:

Continue to improve the socialist rule of law state of Vietnam, especially improving the legal system of human rights according to the 2013 Constitution, bringing human rights regulations to life effectively, practically and consistently with the economic, cultural and social conditions of Vietnam and international treaties that Vietnam has joined; attach importance to and further enhance judicial and administrative reforms; expand and strengthen democracy at the grassroots level; and promote strongly the achievements of the country's renovation and development, ensuring better and better human rights in all fields, especially in sustainable poverty reduction and ensuring the rights of those vulnerable groups.

The material and spiritual life of the people has been significantly improved and keeps improving.

To change thinking, proactively promote, expand the scope, diversify forms and content, and enhance and improve the quality and efficiency of information and communication activities, especially information and external communication on Vietnam's human rights achievements; proactively and promptly fight against wrong, distorting and hostile allegations about the human rights situation in the country.

Further promote international cooperation on human rights to strengthen the implementation of policies and laws on ensuring human rights associated with improving the efficiency of the international integration process.

Promote dialogue to enhance mutual understanding, gradually narrow the differences between Vietnam and international partners on democracy and human rights; at the same time resolutely defend Vietnam's stance and national ethnic interests, and effectively fight against activities that abuse democracy and human rights to interfere in the internal affairs of Vietnam.
