On November 24, 91.45 percent of the NA deputies voted for the resolution on a feasibility study report on a land seizure, compensation, support, and resettlement project for the construction of Long Thanh airport in southern Dong Nai province.

This resolution approved some targets set in the feasibility study report. Accordingly, the project will have total investment of 22.938 trillion VND (over 1 billion USD) while nearly 4,400ha of land will be revoked. The land seizure, compensation, support, and resettlement will be carried out in one time and finish by 2021.

In the resolution, the parliament assigns the Government to stipulate financial support level for families whose income will be affected by the construction, and this support level must be in harmony with that of previous projects implemented in the locality.

Meanwhile, the Government will assign the Dong Nai provincial People’s Committee to manage and use the seized land pending the building of the airport’s infrastructure.

The provincial administration is responsible for returning the seized land according to the project’s progress while prioritising land provision for households and persons whose agricultural land is revoked, according to the resolution.

Later on November 24, with 93.69 percent of the legislators voting yes, the parliament adopted the resolution on piloting specific mechanisms and policies for the development of Ho Chi Minh City.

The resolution regulates the piloting of specific mechanisms and policies on land management, investment, and finance – State budget. It also covers the mechanism on delegating power among administration levels and the income of officials, public employees and civil servants managed by the city’s authorities.

These particular mechanisms and policies are applied to State agencies, political organisations, socio-political organisations, socio-political and professional organisations, social organisations, socio-professional organisations, and other relevant organisations and persons.

This resolution will take effect on January 15, 2018. The Government will have to report on the resolution implementation at the NA’s sessions in late 2020 and late 2022.-VNA
