Late on October 27, Tran Nhat Quang, Secretary of Vinh Linh District in Quang Tri Province, spoke to VietNamNet, stating that he, along with other district leaders, was present in Vinh Long Commune, coordinating with local emergency forces to aid residents affected by rising floodwaters.

“We are on the scene, overseeing evacuation and rescue operations to ensure the safety of residents and their property,” Quang reported.

Tran Quoc Luong, Chairman of Vinh Long Commune's People's Committee, said that the Sa Long River, flowing through the commune, had overflowed since afternoon, flooding hundreds of homes.

Currently, about 600 homes across the commune have been flooded, with 460 severely affected.

“The floodwaters have matched the peak levels of the 2020 floods in the fields, and in areas behind the dike, the water level has exceeded the 2020 peak by approximately 1.2 meters,” Luong noted.

Following the "4 on-the-spot" approach, local teams have joined forces with higher authorities to expedite the relocation of residents to safer areas.

Earlier this afternoon, heavy rainfall from Typhoon Trami caused significant flooding across Quang Tri. By late afternoon, floodwaters from upstream had pushed rivers like Thach Han, Hieu, and Ben Hai beyond Alert Level 2.

Rapidly rising river levels have isolated several mountain communities, while downstream, floodwaters have inundated and cut off many homes in Gio Linh, Vinh Linh, Trieu Phong, and Quang Tri Town.
