Surveillance cameras and speed monitoring devices installed along the Hanoi-Lao Cai and Phap Van - Cau Gie - Ninh Binh expressways will start recording violations on May 1 and July 1 respectively, according to Transport Deputy Minister Nguyen Hong Truong.
Data will be sent to the Traffic Police Department’s Information Centre, then transmitted to the laptop computers of traffic police on duty along the route. Penalties will be imposed in accordance with the violations documented on camera.
At a seminar to discuss the implementation of the pilot road violation monitoring system on Monday, the deputy minister said that this initiative will be an important contributer to ensuring transportation safety and increasing self-monitoring for road users.
“In our original plan, the pilot project should have gone into effect on January 1. But implementation of this project faced delays, due to administrative complexities,” said the deputy minister.
According to the National Committee for Traffic Safety, FPT Telecom joint stock company, the contractor for the Nội Bài-Lào Cai expressway pilot project, released capital in advance to install the new monitoring equipment along the expressway’s Hà Nội-Phú Thọ section.
A total of 20 cameras were installed to automatically record violations, including illegal parking and driving in the wrong lane.
The deputy minister asked Hanel one member company, the contractor for Pháp Vân-Cầu Giẽ-Ninh Bình expressway’s project, to speed up procedures, construction and installation, for the purpose of meeting the July 1 target date to begin mechanical monitoring of violations.
At the seminar, Major-general Nguyễn Hữu Dánh, the deputy director of the Transport Police Department, at the Ministry of Public Security said that over 40 transportation police work along Nội Bài-Lào Cai expressway.
“The new monitoring devices must meet strict Ministry of Science and Technology standards,” he said. “These surveillance devices must be upgraded to be able to document more than two simultaneous violations”.
