A devastating traffic accident occurred in Quang Tri province on the morning of September 17, when a delivery truck lost its brakes and plowed into a crowded roadside market. The collision killed three people and injured nine others, including several with critical injuries.

According to initial reports from the People’s Committee of Lao Bao commune, the incident happened around 7:50 a.m. at Tan Long Market, located at the junction of National Highway 9 and Provincial Road 586, in Long Hop hamlet, Lao Bao commune, near the Vietnam-Laos border.

At the time of the accident, the truck, license plate 37C-587.63, was being driven by Tran Minh Hoang (born 1973, residing in Tan Thoi 2 hamlet, Hoc Mon, Ho Chi Minh City). Accompanying him was his assistant, Vo Nhat Truong (born 1977, residing in Cay Xoai hamlet, Tan An commune, Dong Nai province). They were traveling from Khe Sanh to Lao Bao when the truck reportedly lost its brakes while descending a slope.

Unable to stop or control the vehicle, Hoang attempted to swerve onto Provincial Road 586 to avoid oncoming traffic. However, the truck veered out of control and plowed into a group of market vendors and motorcycles at high speed. Witnesses described the scene as "chaotic and terrifying."

Twelve people were caught in the crash, including three fatalities and nine injured victims. Authorities have confirmed that three people died at the scene, all believed to be of Laotian nationality:

Ho Thi B., approximately 20 years old, from Ban 5-Raleng, Katup-Ma Hat, Sepon district, Savannakhet province, Laos.
Ho Van Th., approximately 25 years old, from Ban Pa Lo, Denvilay commune, Nong district, Savannakhet, Laos.
Ho Van D., born in 2001, from Ra Po hamlet, A Doi commune, Quang Tri province.

The nine injured victims include:

Ho Van Son (born 2009, A Doi commune, Quang Tri)
Ho Van Phon (born 1988, Lao Bao commune)
Ho Van Luoi (born 1994, Lìa commune)
Le Van Phuoc (born 1974, An Ha hamlet, Lao Bao commune)
Ho Van Lat (born 1979, Lìa commune)
Ho Van Tung (born 1974, Lìa commune)
Ho Van Phan (born 2003, Tan Lap commune)
Ho Van Tuan (born 2004, Laotian nationality)
Kham Pon, 20 years old, Muong Nong district, Laos

At least three of the injured were in critical condition, including one unidentified victim (born 2000) with a fractured femur and multiple injuries. They were transferred to Quang Tri Provincial General Hospital for emergency care. The remaining six were being treated at Huong Hoa District Hospital.

Authorities respond promptly

Local police and emergency services were quick to arrive, securing the area and transporting victims to hospitals. Major General Nguyen Thanh Liem, Director of the Quang Tri Provincial Police, personally supervised rescue and investigation efforts at the scene.

Preliminary toxicology reports from the Lao Bao police showed that both the driver and assistant tested negative for alcohol and drugs.

The investigation into the accident's cause is ongoing, but initial findings support the driver’s claim that brake failure during descent was a primary factor. Authorities have not ruled out technical faults or potential negligence in vehicle maintenance.
