The declaration was signed at the Vietnam-France Business Forum in Paris on Sept. 10, 2026, during Vietnamese General Secretary and President To Lam’s state visit to France.

The forum brought together leading businesses from both countries across key sectors, with the participation of To Lam, French President Emmanuel Macron and senior officials from Vietnam and France.

The joint declaration focuses on strengthening Vietnam’s domestic vaccine manufacturing capacity, gradually increasing supply autonomy and meeting the country’s disease prevention needs.

The partnership also aims to contribute to health security and expand access to essential healthcare products while developing skilled human resources and a sustainable vaccine ecosystem that supports socioeconomic development.

Sanofi and VNVC are working together to identify potential vaccines that could eventually be manufactured by VNVC in Vietnam, with three vaccines initially selected for further assessment.

Following the signing ceremony, a delegation of Vietnamese Ministry of Health officials and representatives from VNVC and Sanofi visited Sanofi’s manufacturing facility in Neuville-sur-Saone, France.

The visit provided an opportunity to learn directly about Sanofi’s manufacturing expertise, technologies and quality systems, while the two companies exchanged views on their cooperation roadmap.

According to the joint declaration, the three vaccines identified as priorities for potential future production by VNVC are important products for which demand remains insufficiently met.

They are intended to support disease prevention across different stages of life, from infants and adolescents to adults and older people.

Under VNVC’s plan, its Vaccine and Biologics Manufacturing Facility is expected to be completed and operational by the end of 2027.

The first vaccine batches are targeted for production in 2028, with vaccines manufactured in Vietnam expected to reach the market from 2029.

With a population of more than 100 million and growing immunization needs across multiple age groups, Vietnam offers an important market foundation for developing large-scale, long-term vaccine production.

The partnership between Sanofi and VNVC has advanced through a series of milestones, including a key step witnessed by French President Emmanuel Macron during his visit to Vietnam in 2025.

The September 2026 joint declaration represents another step forward, moving the partnership into a new phase in which the two companies are establishing more specific priorities for key products and milestones.

Stephen Alix, Head of Vaccines, International at Sanofi, said the company’s more than 70 years of presence in Vietnam had given it a deep appreciation of the country’s push to advance science and technology, foster innovation, develop high-tech industries and strengthen the resilience of its healthcare system.

“Through this initiative, Sanofi seeks to make a meaningful contribution to the country’s goals and to the development of an increasingly advanced biotechnology ecosystem in Vietnam,” Alix said.

Ngo Chi Dung, chairman and general director of VNVC, said the joint declaration marked an important transition from setting out a direction for cooperation to working toward the localization of next-generation vaccine production in Vietnam.

VNVC’s Vaccine and Biologics Manufacturing Facility in Tay Ninh represents an initial investment of more than VND2.5 trillion ($95 million) and covers more than 26,000 square meters.

The facility is designed to produce approximately 120 million vaccine doses annually.

It aims to meet international WHO-GMP, EU-GMP and FDA-cGMP standards while strengthening Vietnam’s capabilities in vaccine and biologics research, manufacturing and testing.
