Major General Pham Truong Son was born in 1967 in the central province of Ha Tinh. He has a Bachelor degree of Military qualification.

From 1985 to 1988, he enlisted in the army and studied how to drive military aircraft in Kracnodar (former Soviet Union). After that, he worked for many years at Regiment 937 and Division 370 of the Air Defense - Air Force.

From December 2018 to November 2019, he held the position of Deputy Chief of Staff of the Air Defense - Air Force.

He was appointed Deputy Commander of the Air Defense - Air Force by the Prime Minister, and was concurrently awarded the rank of Major General by the President in late 2019.

In June 2021, the National Election Council announced that Major General Pham Truong Son was elected as a member of the National Assembly of the XV term.

The General Staff is the commanding and managing organization of the Viet Nam’s People Army, the paramilitary forces, militia and other activities relating to defense of Viet Nam.

Senior Lieutenant General Nguyen Tan Cuong, Deputy Minister of National Defense, is the Chief of the General Staff of the Vietnam People's Army.

There are six Deputy Chiefs of the General Staff of the Vietnam People's Army, including: Senior Lieutenant General Ngo Minh Tien, Lieutenant General Huynh Chien Thang, Lieutenant General Phung Si Tan, Lieutenant General Nguyen Van Nghia, Lieutenant General Nguyen Trong Binh, and Major General Pham Truong Son.
