However, not many schools have shown interest in advanced training programs because it has been very difficult to enroll students for the programs.

Instead, high-quality training programs have become ‘hot’. At many schools, the number of students following high-quality training programs account for nearly 50 percent of total students.

The HCM City Finance and Marketing University in 2012 officially began enrolling students for high-quality training programs and enrolled only 300 students. But now, of its 11 training majors, five majors have high-quality training programs.

The number of students the school plans to enroll for high-quality programs this year accounts for one-third of total number of students.

However, the situation has improved rmm. By the 2019-2020 academic year, the school had been running 17 high-quality training programs out of total 39 training programs, or 44 percent.

At HCM City Transport University, there are 12 majors for high-quality program students and 16 majors for standard program students. As for Ton Duc Thang University, the figures are 26 and 39, respectively. Meanwhile, the HCM City Industry University has 16 and 33 majors, respectively.

At present, many universities, from top-tier schools, including Hanoi and HCM City National Universities, Hanoi University of Science and Technology, Hanoi Economics University and Hanoi Foreign Trade University, and local schools and private schools all enroll students in high-quality programs.

More students, higher income

Only 23 state-owned universities have the right to determine their tuition. Other state-owned schools collect tuition in accordance with Decree No 86.

As tuition set by the state is not high enough to cover expenses, schools try to earn more money from high-quality training programs which set higher tuition.

There exists a big gap in tuition between the mass education program and high-quality program. At the HCM City Finance and Marketing University, the tuition is VND18.5 million a year for mass education and VND36.3 million for high-quality training. At the HCM City Law University, the figures are VND17.5 million and VND43.75 million.
