In April, the ministry’s chief inspector assigned an inspection team, led by Kim Anh, deputy head of the ministry’s anticorruption division, to inspect various activities, including zoning, issuing construction permits and managing investments for projects in Vinh Phuc Province’s Vinh Tuong District, Thanh Nien Online newspaper reported.

Other members of the team were Hai Anh, an officer at the ministry’s construction inspection division No. 2; Luu Van Oanh, deputy head of the ministry’s anticorruption division; Nguyen Thi Kim Lien, an officer at the ministry’s construction inspection division No. 3; and Nguyen Thuy Linh, an officer at the ministry’s supervision, inspection and postinspection division.

Since early this month, Vinh Phuc police have received many letters of denunciation, all claiming that the team abused their positions to force local firms and grassroots agencies in the district to give bribes in exchange for favorable conclusions from the inspection.

The provincial police then launched a probe into the complaints, as directed by the Ministry of Public Security.

On June 12, Hai Anh was caught accepting VND90 million from Do Ngoc Yen, deputy director of Duc Trung Company.

Hai Anh admitted to demanding the bribe to maintain the company’s declared values for certain construction works, instead of revising the figures downward based on the workload.

Also, Kim Anh was caught accepting VND68 million from Tran Hanh and VND91.5 million from Do Manh Cuong, two accounting staff members of the People’s Committees of Tan Tien Commune and Tho Tang Town, respectively. She received the bribes for the same reason as Hai Anh for construction works invested in by the two agencies.

The offenders have confessed their crimes.

The police have raided their workplaces and seized evidence, including documents, a sum of VND335 million held in a cabinet managed by Kim Anh, computers and mobile phones. SGT
