The Secretariat emphasized promoting the tradition of mutual support and implementing social welfare policies. It called for ensuring all citizens, especially those in difficult circumstances, can enjoy the Lunar New Year.

The directive mandates strict management and organization of festivals, ensuring that Tet celebrations are practical, safe, and in line with the nation’s cultural traditions. Extravagance and ostentation are to be avoided.

The directive also prohibits the use of public funds for festivals or recreational activities. Local authorities are to decide on New Year’s Eve fireworks displays based on their resources, ensuring safety and creating an uplifting atmosphere for the public.

1.     Gift-giving and visits to higher-level leaders: The Secretariat strictly forbids visiting and offering Tet gifts to senior leaders or leaders at any level, in any form.

2.     Misuse of public funds: Officials are prohibited from using state budgets, public assets, or vehicles for personal or improper purposes during Tet.

3.     Engagement in superstitious activities: Leaders are only allowed to participate in temple visits or festivals if assigned (except in personal capacities).

4.     Violation of ethical standards: Officials must adhere to revolutionary ethical standards, including refraining from driving after consuming alcohol.

The Secretariat called for enhanced security during Tet to prevent surprises or disruptions. Key measures include:

Ensuring absolute safety for critical infrastructure and national events.

Enforcing regulations on fireworks to curb illegal use.

Combatting misinformation and propaganda from hostile forces.

The Central Propaganda Department is tasked with collaborating with the Ministry of Information and Communications to address false narratives and safeguard public confidence.

Government agencies and organizations must ensure normal operations immediately after the Tet holiday. The directive emphasized the importance of aggressively and effectively implementing 2025’s work plans from the start of the year, including streamlining the political system for greater efficiency under Resolution No. 18.

Additionally, the Secretariat urged accelerating economic and social development goals for 2025 and the 13th Party Congress term, setting a foundation for Vietnam’s prosperity and modernization.
