He made the remark during a meeting with Chinese Premier Li Keqiang in Beijing on May 12, which was part of his State visit to China.
The President underlined that amidst complex global situation, the enhancement of the Vietnam-China friendship and cooperation is an objective demand and in line with the two peoples’ fundamental and long-term interests. It will also benefit peace, stability and development in the region and the world.
He asked the Chinese Premier to continue paying attention to the implementation of some measures to expand and improve the effectiveness of bilateral cooperation.
In terms of trade, President Quang said he hopes ministries, sectors and localities of China will soon finalise legal procedures to open the Chinese market for milk, dairy products, fruits, aquatic products and pork of Vietnam. He urged the Chinese side to continue facilitating trading between the two countries’ major businesses in coal and agricultural products, especially rice and cassava.
Stronger trading of agricultural products will not only help boost the healthy and sustainable growth of bilateral trade but also practically benefit Vietnamese farmers, he noted.
The working group for infrastructure cooperation should further bring into play its role in order to promote major investment projects, especially in renewable and clean energy, that represent China’s strength and development level and match Vietnam’s demand and sustainable development strategy.
President Quang urged that the two sides push their businesses to swiftly address existing problems in cooperation projects.
Regarding financial partnership, he called on China to provide Vietnam with more preferential loans and facilitate Vietnam’s access to concessional credit sources within the framework of ASEAN-China and Mekong-Lancang cooperation.
He said the two countries should step up collaboration in agriculture and environment with a focus on climate change response, sustainable use of water resources of the Mekong/Lancang River, and creation of rice varieties tolerant of drought and saltwater intrusion in Vietnam. They should also strengthen ties in science-technology and in ensuring nuclear and radiation safety.
President Quang highlighted the need to intensify win-win cooperation between Vietnamese and Chinese localities in economy, trade, tourism, border management and protection of legitimate interests of seasonal workers in border areas.
It is necessary to continue to open and upgrade pairs of border gates, apply customs facilitation measures, cooperate to fight crimes and keep security and order in border areas, and maintain a peaceful and stable environment for the two countries’ cooperation and development, he added.
On this occasion, the President conveyed an invitation to visit Vietnam from Prime Minister Nguyen Xuan Phuc to Premier Li Keqiang.
For his part, Premier Li reiterated that the Party, Government and people of China treasure the friendly neighbourliness and comprehensive cooperation with Vietnam. China believes that the two countries’ stable development brings opportunities for each other, he said.
According to the premier, China pays attention to Vietnam’s concerns and has stepped up measures to increase the import of Vietnam’s agricultural products, improve trade balance, and create more favourable conditions for the provision of concessional credit packages. It has also actively worked in response to Vietnam’s request relating to the sustainable use of cross-border water resources, he said.
He agreed with President Quang’s opinion on the need to enhance strategic discussions and direct the two countries’ sectors and localities to seriously comply with common perceptions reached by senior leaders of Vietnam and China. Both sides should actively carry out measures to reinforce cooperation in all fields, thereby contributing to the Vietnam-China comprehensive strategic cooperative partnership.
At the meeting, Premier Li also accepted the invitation to visit Vietnam.
Vietnam, China agree to uphold cooperation mechanisms
Vietnam and China have agreed to further promote existing bilateral cooperation mechanisms in a bid to develop their relations healthily and stably.
The agreement was reached by Vietnamese President Tran Dai Quang and Liu Yunshan, member of the Politburo Standing Committee and Secretary of the Communist Party of China Central Committee’s Secretariat.
President Quang suggested the two nations uphold the role of cooperation mechanisms, especially meetings of Politburo members and the Steering Committee for Vietnam-China Bilateral Cooperation, and theoretical seminars between the two Parties.
These meetings and seminars aim to enhance the direction of sectors and administrations at all levels to implement effectively common perceptions reached by the two countries’ Party and State leaders, boost balanced development of sustainable economic-trade relations and increase people-to-people exchanges, he elaborated.
The President also recommended the two sides to step up communication and education about the traditional friendship between their people and well control disagreements to maintain peace and stability at sea.
Liu highly evaluated the President’s proposals and agreed to increase exchanges and experience sharing between the two Parties.
The same day, President Quang hosted a reception for a delegation from the Chinese People’s Association for Friendship with Foreign Countries (CPAFFC), the China-Vietnam Friendship Association (CVFA) and relatives of Chinese patriotic personalities, cadres and experts who had friendly relations with Vietnam, led by CPAFFC President Li Xiaolin.
He confirmed that the Vietnamese Party, State and people always remember the valuable support and assistance of their Chinese counterparts, including Chinese patriotic personalities, cadres and experts, in the cause of national liberation and reunification.
The President hailed the active contributions of the CPAFFC and the CVFA to strengthening the friendship between the Vietnamese and Chinese people.
Li Xiaolin said the organization of people-to-people exchanges has helped increase mutual understanding and trust. She pledged to spare no effort to reinforce the bilateral friendship.
During his state visit to China, President Quang also received representatives of some Chinese groups during which he affirmed that Vietnam will continue creating favourable conditions for Chinese companies to do business in the country for mutual benefits.
He noted that Vietnam is striving to accelerate its industrialisation, modernisation, renovation and international integration, and improving its business investment environment.
Vietnam welcomes foreign investors, including those from China, to invest in the country with new cutting-edge technologies and environmental protection, in line with the sustainable development strategies and legal regulations in Vietnam, he added.
Vietnamese, Chinese legislatures urged to increase experience sharing
The legislatures of Vietnam and China should increase exchanges and sharing of experience in law-making and building a socialist state of law, said President Tran Dai Quang.
President Quang made the recommendation during a meeting with Zhang Dejiang, Chairman of the Standing Committee of the National People’s Congress of China, in Beijing on May 12.
Both Vietnam and China have common needs and interests in the maintenance of a peaceful and stable environment to carry out the process of renovation, open-door reform and build a socialist state of law, he said.
The President affirmed that Vietnam attaches great importance to developing relations with China, and proposed senior Party and State leaders maintain regular visits and meetings while directing sectors and administrations at all levels to strictly implement bilateral agreements and cooperation programmes, and actively expand win-win cooperation suitable with development strategies of each nation.
President Quang spoke highly of the significance of Zhang’s official friendly visit to Vietnam in November 2016, and conveyed the invitation of National Assembly Chairwoman Nguyen Thi Kim Ngan to the Chinese top legislator to re-visit Vietnam at a convenient time.
For his part, Zhang said the National People’s Congress of China is willing to strengthen cooperation with its Vietnamese counterpart to promote bilateral relations between the two countries.
He highly evaluated the positive progress in the bilateral rapports and confirmed that the Chinese Party, Government and National People’s Congress want to further promote the comprehensive strategic cooperative partnership with Vietnam.
The National People’s Congress will also create favourable conditions for Chinese sectors, agencies, localities and people to increase exchanges and cooperation with Vietnam, thus increasing mutual political trust and enhancing the friendship between Chinese and Vietnamese people, he added.

Yu Zhengsheng, Chairman of the Chinese People’s Political Consultative Conference, has hailed the importance of President Tran Dai Quang’s visit to China during his
meeting with the Vietnamese President in Beijing on May 12.
He said the Party, Government and people of China treasure the comprehensive strategic cooperative partnership with Vietnam, adding that the Chinese People’s Political
Consultative Conference wants to bolster exchanges and cooperation with the Vietnam Fatherland Front.
The two sides should increase the exchange of experiences in reform and national construction, contributing to consolidating their social foundation and boosting the
friendship and cooperation between the two countries, Yu Zhengsheng said.
President Tran Dai Quang praised the contributions that the Chinese People’s Political Consultative Conference and Yu Zhengsheng himself have made to the relations
between the two Parties and countries.
He expressed his hope that the two sides will push for the popularisation of the common perception reached by senior leaders among the two countries’ agencies and
administrations at all levels, so that the perception will be realised through specific actions, creating strong changes in bilateral cooperative ties across the fields.
The President also proposed that the VFF and the Chinese People’s Political Consultative Conference deepen their collaboration to strengthen mutual understanding and
trust between the two peoples, thus creating social consensus as the foundation for developing the two countries’ relationship.
The two sides shared happiness about the positive trend in the Vietnam-China comprehensive strategic cooperative partnership and both countries’ socio-economic
achievements over the recent past.
