The goal by 2030 is that Lai Chau province will grasp and effectively exploit internal and external opportunities and resources to accelerate economic growth; Lai Chau to develop in all aspects of economy - society, security – defense, in a green, fast, and sustainable manner.

The province's economic structure will shift in a positive direction, increasing the contribution of the service industry, developing border economy and tourism associated with the cultural identities of ethnic groups; developing the energy industry, mining, processing, expanding export markets for local goods; agriculture will develop in the direction of multi-value, concentrated commodity production associated with new rural construction, high-tech and organic agriculture, and sustainable forestry economic development.

According to the mid-term review conference, immediately after Resolution No. 03-NQ/TU was issued, the Party committees at all levels established steering committees, developed plans to thoroughly grasp, study, and implement the Resolution and strengthened leadership and direction for implementation of the Resolution.

The Provincial People's Council and People's Committee have issued many policies, programs, projects, and prioritized resource allocation for implementation of the resolution.

To date, Lai Chau province has well managed and protected 457,472.8 hectares of existing forests; the forest coverage rate has reached 51.87%, an average increase of 0.49%/year. 100% of the forest area is contracted for forest protection combined with payment for forest environmental services; the total budget for forest environmental services paid in 2021 - 2022 is 976,709 million VND, an increase of 142,316 million VND compared to the annual average in the period of 2015 - 2020; the households associated with forests (over 82,000 households) enjoy forest environmental service fees.

The province has allowed 32 businesses to survey, build forestry development projects, and seek investment opportunities; After more than 2 years of implementation, investment policies for 9 forestry projects covering over 6,600 hectares with a total registered investment capital of over 1,200 billion VND have been approved. So far, businesses have planted 1,817 hectares of forest, and some projects are completing land procedures to deploy afforestation.

At the same time, the province has issued preferential policies and created favorable conditions to attract businesses to invest in building factories to process forestry products.

There are 8 companies and businesses currently researching, surveying, and proposing investment projects to build factories to produce forestry products in the province. The local government has also approved the investment policy for 1 project, while 7 businesses are continuing to survey and complete procedures according to regulations.

Forest eco-tourism is being exploited and attracting investment such as the Sin Suoi Ho cultural and eco-tourism site, the Rong May Glass Bridge, Si Thau Chai, Pu Sam Cap cave... Ten businesses in Tam Duong and Tan Uyen districts are making surveys to implement eco-tourism, resort and entertainment tourism projects in the forest.

Economic development under the forest canopy to enhance forest value has been approved by the Prime Minister in Decision No. 611/QD-TTg dated June 1, 2023 on the Vietnam Ginseng Development Program to 2030, with a vision to 2045.

Resolution N03-NQ/TU dated February 3, 2021 of the Provincial Party Committee on sustainable forest development in the period of 2021-2025, with a vision to 2030 is a correct and focused policy, on the basis of exploiting the province’s potential, capabilities and strengths in consistent with Vietnam's forestry development strategy for the period of 2021 - 2030, with a vision to 2050.

Provincial Party Secretary Giang Pao My emphasized that forest protection and development is one of the province’s three key tasks.

To continue to effectively implement the Resolution in the coming time, he requested that party committees, party organizations, local authorities, the Fatherland Front, and socio-political organizations focus on a number of key tasks and solutions such as: Continuing to lead and direct the effective implementation of the Party's policies, the State's legal policies on forest protection and development, and other directives, goals and tasks in Resolution No. 03-NQ/TU of the Provincial Party Committee and mechanisms and policies of the Central and Provincial Party Committees, creating a fundamental change in the awareness and actions of party committees and authorities at all levels, the political system, the business community and the whole society about the important role of forest protection and development.
