The 12th Congress of the Communist Party of Vietnam continues to affirm the commitments of the Vietnamese State to the international community: “Attaching importance to the happiness and the comprehensive development of the people, protecting and ensuring the legitimate rights and interests of the people, respecting and implementing international treaties on human rights that Vietnam has signed."
In a recent article, Dr. Cao Duc Thai, former President, Chairman of the Scientific Council of the Human Rights Research Institute, Ho Chi Minh National Academy of Politics and Public Administration wrote: The guarantee of civil and political rights is firstly proven in elections.
The XIV National Assembly election (2014): The percentage of active voters was 99.35%. Regarding the NA structure: there are 86 deputies who are ethnic minorities, 133 deputies are women, 21 deputies are not members of the Communist Party. For the first time, Vietnam has a National Assembly Chair who is a woman. The activities of the National Assembly in recent years have shown democracy, frankness and innovation in the direction of better implementation of the "control mechanism" of power. Many "burning" issues of public opinion have been discussed at the meetings of the National Assembly.
Freedom of belief, religion and the rights of ethnic minorities have been better guaranteed. In November 2016, the Vietnamese National Assembly passed the Law on Beliefs and Religions (replacing the decree on this field). Ensuring the right to freedom of speech and press is of special interest to the Party and the State of Vietnam. Currently, Vietnam has 858 print press agencies; 105 electronic newspaper agencies; 207 information websites of press agencies. In 2018, the Vietnam National Assembly promulgated the Law on Cyber Security (effective from January 1, 2019).
This law aims to ensure the security environment on the internet and social networks for state agencies, businesses and citizens. It can be affirmed that the right to access to information is not only fully guaranteed for Vietnamese people but also for foreigners living and working in Vietnam. In Vietnam today, people can have access TV channels provided by major news agencies in the world, such as CNN, BBC, TV5, NHK, DW, Australia Network, KBS, Bloomberg ... Through the internet, Vietnamese people can read articles of foreign news agencies like AFP, AP, BBC, Reuters, Kyodo ...
Many international experts consider Vietnam to be the country with the top internet growth rate in the region, especially the number of Facebook users. Currently, Vietnam has 35 million people owning a Facebook account, and of these, 21 million use Facebook daily via mobile devices. According to many international organizations, the Facebook network in Vietnam has developed at the fastest pace in the region and Vietnam is the country with the third largest number of internet users in Southeast Asia.
From the perspective of human rights, ensuring an honest, diverse and healthy information environment is also needed to ensure clean, "organic" spiritual food for people.
On the way of integration and development, the society in Vietnam still has many economic and social issues that need to be resolved. But no one can deny the great and solid achievements of ensuring human rights of the Party and State of Vietnam, especially in the period of renovation and international integration (from 1986 to the present).
