Specifically, during the periods from 7:30 a.m. to 8:30 a.m., 10:30 a.m. to 12:00 p.m., 1:00 p.m. to 2:30 p.m., and 4:00 p.m. to 6:00 p.m. on both June 7 and June 8, Hanoi will temporarily prohibit trucks with a design gross vehicle weight of 1.5 tonnes or more and passenger vehicles with 16 seats or more from operating on designated routes. Other vehicles may also face temporary restrictions.
Affected roads include Kim Ma Street, Nguyen Chi Thanh Street, Tran Duy Hung Street, Pham Hung Street (from Me Tri to Thang Long Boulevard), Do Duc Duc Street, Mieu Dam Street, the elevated Ring Road 3 section between Ho Tung Mau and Thanh Tri Bridge in both directions, and the service roads running alongside Thang Long Boulevard between Pham Hung and the Provincial Road 70 overpass.
Vehicles exempt from the restrictions include public buses, garbage collection vehicles, emergency response units, vehicles carrying official security permits, police and military vehicles, and other priority vehicles as defined by law.
Alternative routes for through traffic
During the traffic control periods, Hanoi Police recommend the following diversion routes:
Vehicles traveling from eastern provinces such as Hai Phong, Hung Yen and Bac Ninh to northern, western and northwestern provinces including Phu Tho, Thai Nguyen and Tuyen Quang should use the route via Thanh Tri Bridge, the Hanoi-Bac Giang Expressway and National Highway 18 before continuing to their destinations. The same route applies in the opposite direction.
Vehicles traveling from eastern provinces to western and northwestern destinations such as Phu Tho, Son La and Dien Bien should follow the route: Thanh Tri Bridge - Do Muoi Street - Ngoc Hoi - Phan Trong Tue - Cau Buu - Phuc La - Van Khe - Le Trong Tan - National Highway 6, and vice versa.
Vehicles approaching from Vo Van Kiet Street or Thang Long Bridge toward Thang Long Boulevard are advised to travel via Pham Van Dong Street, Ho Tung Mau Street, Cau Dien, National Highway 32 and Provincial Road 70 before connecting to Thang Long Boulevard.
Authorities urged drivers and transport operators to follow police instructions and plan journeys in advance to minimize disruption during the congress.
