At a meeting of the Party Secretary held on December 17, 2017 and chaired by Party General Secretary Nguyen Phu Trong, the Party Central Committee’s Inspection Commission proposed harsh penalties for Tuan, who formerly served as Party secretary and director of the province’s Department of Construction.
The Secretariat decided at the meeting to strip Tuan of all his positions in the Party given the severity of his infringements including the irregular promotion of Tran Vu Quynh Anh, former head of the Housing and Real Estate Management Division under the Department of Construction, while he was serving as director.
He issued a decision establishing the civil servant selection council at the Department of Construction to support Anh. This action constituted an abuse of his authority.
Anh swiftly rose through the ranks. She started as contract employee but then took up the post of head of the Housing and Real Estate Management Division. She was even proposed for promotion to the post of deputy director of the Construction Department.
He had held the post of Thanh Hoa vice chairman since October 11, 2015.
