Institutions typically use many indicators to assess the dynamism of localities, such as GRDP, budget collections, competitiveness, and FDI attraction. Of the 63 cities/provinces, some localities are always at the top of the rankings. 

HCM City, Hanoi, and Binh Duong, Dong Nai, Hai Phong, Quang Ninh and Ba Ria –Vung Tau provinces are some of them.

The list of localities attracting the highest amount of FDI capital includes HCM City, Binh Duong, Hanoi, Dong Nai, Ba Ria – Vung Tau, Hai Phong, Bac Ninh, Thanh Hoa, Long An and Ha Tinh (in descending order).

These cities/provinces are also regularly named on the list of localities that have the highest level of payments to the state budget. The 2021 list included HCM City, Hanoi, Hai Phong, Ba Ria – Vung Tau, Dong Nai, Binh Duong, Quang Ninh, Thanh Hoa, Hung Yen and Vinh Phuc. The results were repeated in H1 2022.

High growth rates and high FDI levels have improved the living standards of local residents. 

On the list of localities with the highest income levels released by GSO after a survey about residents’ living standards in 2021, Binh Duong was the first position, followed by HCM City, Hanoi, Dong Nai, Da Nang, Hai Phong and Bac Ninh.

The results were from natural advantages in geographical and geopolitical positions, infrastructure, resources and education. The common thing that all localities have is the attention paid to the improvement of the business environment and the determination to simplify administrative procedures.

The localities with the greatest achievements in growth rates, state budget collections and FDI attraction have been in the top positions in the provincial competitiveness index (PCI) in the last 17 years since the PCI was launched.

Quang Ninh, Hai Phong, Dong Thap, Da Nang, Vinh Phuc, Binh Duong and Bac Ninh were the names in the top positions in PCI 2021.

Most recently, Bac Giang province reported a high GRDP growth rate of 24 percent for H1 2022, the highest in the country and the highest so far. The growth rate is two or three times higher than other localities. Bac Ninh, for example, reported a GRDP growth rate of 14.7 percent, Thanh Hoa 13.41 percent, Quang Binh 12.8 percent and KhanhHoa 12.58 percent.

The growth rates of localities in H1 2022 were seen in a V shape after one year of suffering from Covid-19. Bac Giang and Bac Ninh were Covid-19 epicenters and were seriously affected by the pandemic wave last year.
