VietNamNet Bridge – Hanoi’s newly elected chairman Nguyen Duc Chung served more than three years as the city police chief. He directly commanded investigations of many major cases.

Mr. Nguyen Duc Chung was born in 1967, and is a native of Hai Duong province. He holds a doctor degree of law, a bachelor’s degree from the People’s Police Academy of Vietnam with a major in criminal investigation, a bachelor’s degree from the Hanoi University of Commerce with a major in Business Administration, and a certificate of senior investigator.
In September 2012, colonel Chung was officially appointed as Director of the Hanoi Police Agency.
At the appointment ceremony, Chung promised to continue training himself to raise his capacity, qualification, responsibility and working methods to fulfill his assignments and missions and not betray the trust of the leaders of the Ministry of Public Security, the Hanoi People’s Committee and Hanoi police officers.
Only one day after the promotion, the new director of the Hanoi Police Agency worked with the Hanoi Traffic and Criminal Police Departments on hot issues in Hanoi.
"I recommend not reading the report. You should focus on analyzing the most pressing and the biggest problem at present. And you should introduce measures to curb crime." These were the first words that Colonel Nguyen Duc Chung spoke at a meeting.

Referring to working style, Chung said that some traffic police officers did not have formal working style. In some cases, because of poor knowledge of their position, traffic policemen were questioned by traffic participants. The police officers were embarrassed and made informal responses.
"Traffic police officers work very hard on dusty roads, sometimes under the scorching sun of up to 40oC. The people all understand and have sympathy with you but the people also know about your negative behavior, and we cannot let such behavior continue!" said Colonel Nguyen Duc Chung.
In July 2013, Mr. Chung was promoted to Major General.

The serious attitude at work of the Director of Hanoi Police Agency is also reflected through his decision to dismiss the deputy chief police of Giang Vo Ward, Ba Dinh District after an ATM of Maritime Bank in Giang Vo Ward was broken into by thieves in January 2014.
As the Director of the Hanoi Police Agency, Major General Nguyen Duc Chung has also solved many major cases.
One of the latest cases demonstrating Nguyen Duc Chung’s ability is the successful persuasion of a kidnapper to release his hostage in Thanh Xuan District in September 2014.
At that time the kidnapper asked to meet with the top leader of the Hanoi Police Agency. Major General Nguyen Duc Chung called him four times.
After the fourth phone call, Major General Chung was present at the scene. He entered the room alone to talk to the kidnapper.

After just seven minutes, the kidnapper agreed to release the hostage and follow the Major General to the headquarters of the Hanoi Social Order Police Department.
Earlier, in November 2011, when Major General Nguyen Duc Chung was a Colonel, Deputy Director of the Hanoi Police Agency, he directly commanded Hanoi police officers to successfully solve the case in which a 33-year-old woman named Nguyen Thi Le from Bac Giang province posed as a doctor to kidnap an infant at the Central Obstetrics Hospital in Hanoi.

In many cases in Hanoi such as the large explosion at the house No. 23, Alley 64, Thong Phong of Dong Da District that killed one and injured several people, or the collapse of ancient villa on Tran Hung Dao Street, Hoan Kiem District in September 2015, Major General Nguyen Duc Chung was immediately present at the scene to give instructions for the investigation.

As a National Assembly (NA) delegate, Major General Nguyen Duc Chung made frank speeches at plenary sessions as well as group discussions of the NA.
At the Hanoi Party Congress held in early November 2015, Hanoi police chief Nguyen Duc Chung was elected as the Vice Party Secretary.

Speaking about the advantages and disadvantages on the new position, Major General Nguyen Duc Chung said: "I believe that not only myself but others face certain difficulties in the new position. But the fundamental advantages – belief and credibility - will be the motivation to help us overcome difficulties and challenges."
