Local authorities run a race to attract talents

In 2010, Can Tho began applying the program on encouraging talented people to work for the city.

Under the program, the people with professor title and doctorate can get the financial support of VND100 million, if they agree to work in the locality, while those with associate professor title and doctorate receive VND80 million.

As for new employees, the financial support levels are as follows: VND60 million for PhDs, VND40 million for masters, and VND55 million for the 2nd-class physicians and pharmacists.

According to the Can Tho City’s Department of Interior Affairs, the city has attracted 53 people who have post-university education.

However, Le Hung Dung, Vice Mayor of Can Tho City, admitted that 53 is a modest figure, while the quality is still “below the expectations.”

The southern province of Hau Giang kicked off the program on attracting talented officers in 2005, under which the people with master degree can receive the financial support of VND30 million, PhDs VND45 million, the 1st-class physicians VND30 million and 2nd-class physicians VND40 million.

In 2012, the provincial authorities changed the policy and raised higher financial support levels in order to attract more talented people.

According to the Hau Giang provincial Department of Interior Affairs, the province has to offer higher financial support because the previously applied levels are not high enough to persuade people to work for the locality.

To date, the province has successfully invited 17 people to the locality under the program. Most of them have master degrees.

According to Tran Thanh Hoa, deputy director of the Ca Mau Department of Interior Affairs, the province offers once financial support to those who have high education levels.

Especially, Professor – PhDs receive the sum of money which is equal to 500 times of the minimum basic salary, or VND525 million. Associate Professor – PhDs gets VND420 million, PhDs VND312 million, MAs VND180 million. Besides, the talented personnel can enjoy preferences in accommodations.

The support has been offered since 2012.

However, to date, the province has attracted 13 people only, including one person with doctorate. Hoa noted that the majority of them have permanent residences in Ca Mau province. Meanwhile, people from other localities don’t want to come to work in Ca Mau.

The talents

Huynh Pham Huyen Thoai, MA, an officer of the Ca Mau Planning and Investment Department, finished the Ulsal University in South Korea in 2009. After that Thoai, together with her husband, a PhD, decided to return to Vietnam and work in Ca Mau province, the home village of the both. The local authorities welcomed her with VND189 million in financial support.

Thoai has been satisfied with the current job, which can give a stable working environment. “The knowledge I got when I was trained in South Korea has helped me a lot in my work. I am nurturing some scientific research works,” she said.

Nguyen Tan De, MA, also returned to Ca Mau under the talent encouragement program just because he wants to devote himself to the homeland.
