There are about 3,000 taxis from other provinces are working illegally in Hanoi, according to Hanoi Taxi Association.

Ho Quoc Phi, vice head of Hanoi Taxi Association, said increasing numbers of taxis with badges from other provinces had been working in Hanoi. They are taxis from various firms including Sao Thu Do, Taxi 24h, and Go Taxi. Phi said there were signs that those taxis were dumping the prices and evading tax duties and social insurance payments.

According to Hanoi Taxi Association, the taxis were causing disorder and unhealthy competition in the area.

Moreover, many of them have installed Grab mobile app even though Bac Ninh and Hung Yen provinces' departments of transport said Grab hadn't been allowed to operate in those provinces yet. Therefore, it is wrong to let taxis registered in other provinces to operate in Hanoi with Grab mobile app.

Hanoi Taxi Association asked the Ministry of Transport to review the operation of those taxis and deal with violators.

They also asked Grab to have measures to prevent those taxis from using their app and follow the regulations.
