On the morning of July 23, 100 members of the National Assembly Standing Committee voted in favor of a resolution concerning the reorganization of administrative units at the district and commune levels for the period 2023-2025 in the provinces of Nam Dinh, Soc Trang, and Tuyen Quang.

According to the government's report at the meeting, Minister of Home Affairs Pham Thi Thanh Tra outlined the administrative changes in Nam Dinh. The province is merging My Loc District with Nam Dinh City as part of a encouraged initiative. At the commune level, 77 out of 226 units are undergoing reorganization.

Nam Dinh is also proposing the creation of two new wards, Nam Phong and Nam Van, based on the existing two communes within Nam Dinh City. This reorganization will reduce the number of administrative units from 226 to 175 (146 communes, 14 wards, and 15 townships), resulting in a decrease of 51 units.

Following the merger of My Loc District into Nam Dinh City, the province will reduce its districts from 10 to 9, consisting of 8 districts and 1 city.

Minister Pham Thi Thanh Tra reported that after the reorganization at the district level, Nam Dinh will have 56 excess officials. At the commune level, 1,060 positions will be redundant (732 officials and 328 non-professional staff). The province has developed a plan to address these excess positions by September 2029 and will also handle the excess 39 office buildings within the next three years.

In Tuyen Quang, the administrative adjustment involves merging the entire area and population of Hong Lac Commune with Van Son Commune to create a new commune, Hong Son, under Son Duong District. This reduces the number of communes by one while maintaining the number of districts at seven.

Following the reorganization, Tuyen Quang will have 24 excess officials, with a resolution plan for 2024 and 2025. The redundant health station in Hong Lac Commune will be addressed according to regulations.

In Soc Trang, the district of Cu Lao Dung, although slated for reorganization in 2023-2025, has unique characteristics, and the province has requested to postpone its reorganization. At the commune level, Soc Trang is merging the entire area and population of Ward 1 with Ward 9 to form a new Ward 1 within Soc Trang City, reducing the number of wards by one. The province will have 108 administrative units (80 communes, 16 wards, 12 townships), resulting in 18 excess officials and four redundant office buildings, which will be resolved according to regulations.

During the review, Hoang Thanh Tung, Chairman of the Law Committee, indicated that the Committee largely supported the proposed administrative adjustments and the reorganization of key administrative staff. He urged the government to ensure proper arrangement and review of public service units in the reorganized areas.

Tung also emphasized the importance of understanding public sentiment and efficiently handling changes in official documents and policies to ensure the rights and interests of citizens and businesses are protected.

National Assembly Chairman Tran Thanh Man stressed the need for careful evaluation of public feedback regarding the recent reorganization, especially concerning vacant offices that have not been used or liquidated. He called for detailed surveys of each commune and district to ensure the stability of the administrative system and proper planning for upcoming elections and Party Congresses.

Vice Chairman of the National Assembly Nguyen Khac Dinh concluded that the National Assembly Standing Committee commended the government and relevant bodies for their thorough preparation of the documents. He urged the government to expedite the preparation of proposals for submission to the Ministry of Home Affairs and the National Assembly Standing Committee by August.
