Party General Secretary and State President To Lam has signed a decision, on behalf of the Politburo, establishing the Central Steering Committee on Institutional Reform and Law Enforcement.

Under the decision, Party General Secretary and State President To Lam will serve as Head of the Steering Committee. Standing Member of the Party Secretariat Tran Cam Tu will serve as Permanent Deputy Head.

The committee’s Deputy Heads are Prime Minister Le Minh Hung and National Assembly Chairman Tran Thanh Man.

Minister of Justice Hoang Thanh Tung will serve as Standing Member of the Steering Committee.

Committee members include: Le Minh Tri, Head of the Party Central Committee’s Internal Affairs Commission; Nguyen Duy Ngoc, Head of the Party Central Committee’s Organization Commission; Tran Sy Thanh, Chairman of the Central Inspection Commission; Trinh Van Quyet, Head of the Party Central Committee’s Commission for Information, Education and Mass Mobilization; Nguyen Thanh Nghi, Head of the Party Central Committee’s Policy and Strategy Commission; Bui Thi Minh Hoai, President of the Vietnam Fatherland Front Central Committee; Deputy Prime Minister and Minister of National Defence Phan Van Giang; Minister of Public Security Luong Tam Quang; Minister of Foreign Affairs Le Hoai Trung; and Nguyen Van Quang, Chief Justice of the Supreme People’s Court.

Other members include: National Assembly Vice Chairman Nguyen Khac Dinh; Deputy Prime Minister Le Tien Chau; Nguyen Huy Tien, Procurator General of the Supreme People’s Procuracy; Nguyen Hai Ninh, Chief of the Party Central Committee Office; Le Khanh Hai, Chairman of the Office of the State President; Phan Chi Hieu, Chairman of the National Assembly’s Committee on Legal and Judicial Affairs; Minister of Home Affairs Do Thanh Binh; Minister of Finance Ngo Van Tuan; Minister of Science and Technology Vu Hai Quan; Nguyen Thanh Hai, Chairwoman of the National Assembly’s Committee on Science, Technology and Environment; Phan Van Mai, Chairman of the National Assembly’s Committee on Economic and Financial Affairs; Dang Xuan Phong, Minister and Chairman of the Government Office; and Nguyen Thanh Tu, Deputy Minister of Justice.

The decision also stipulates that the committee’s functions, duties, powers, working regulations and coordination mechanisms shall be implemented in accordance with regulations issued by the Politburo.

The Party Committee of the Ministry of Justice will serve as the standing agency of the Steering Committee in line with Politburo regulations and the committee’s working rules.

In mid-May, Party General Secretary and State President To Lam chaired a meeting with ministries, agencies and relevant bodies regarding the organization and operation of the Central Steering Committee on Institutional Reform and Law Enforcement and the Central Steering Committee for Judicial Reform.

At the meeting, he emphasized that consolidating the two steering committees was necessary to streamline organizational structures while maintaining all responsibilities, ensuring clear accountability, clearly defined deliverables and measurable outcomes.

The new Steering Committee, he said, must function as a strategic leadership, coordination, supervision and inspection body. It is not intended to replace the National Assembly in legislative work, the Government in state administration and law enforcement, or any other competent state authority.

Instead, it should focus on major policy directions, strategic issues, large-scale initiatives and matters requiring reports to the Party Central Committee, the Politburo and the Secretariat. It should also coordinate efforts to remove legal and institutional bottlenecks, address inter-agency challenges, strengthen oversight and inspection, and enforce political accountability where appropriate.

The Party chief also stressed that the new committee must deliver tangible results, including removing major legal obstacles, resolving inter-sectoral issues, improving the quality of lawmaking and law enforcement, enhancing judicial effectiveness, preventing wrongful convictions, safeguarding justice, reducing compliance costs, improving the business and investment environment, and strengthening access to justice for both citizens and businesses.
