Thai, born on June 9, 1973, is from Quang Ngai province. He holds a bachelor’s degree in foreign trade economics and a master’s degree in international business.

He has spent much of his career at the Ministry of Industry and Trade and its predecessor, the Ministry of Trade.

From January 1996 to February 2003, Thai worked as an official at the Multilateral Trade Policy Department under the Ministry of Trade, now the Ministry of Industry and Trade.

From February 2003 to November 2010, he served as deputy director general of the Multilateral Trade Policy Department at the Ministry of Trade.

From November 2010 to February 2025, he was director general of the Multilateral Trade Policy Department at the Ministry of Industry and Trade.

In March 2025, he became director general of the ministry’s Trade Remedies Authority.

The Ministry of Industry and Trade is currently led by Minister Le Manh Hung and four deputy ministers: Phan Thi Thang, Truong Thanh Hoai, Nguyen Viet Son and Luong Hoang Thai.

Prime Minister Le Minh Hung has also signed decisions approving the election results for the chairmanship of the Quang Tri Provincial People’s Committee for the 2026-2031 term.

The prime minister approved the election of Bui Hoang Phuong, an alternate member of the Communist Party of Vietnam Central Committee and deputy secretary of the Quang Tri Provincial Party Committee, as chairman of the Quang Tri Provincial People’s Committee for the 2026-2031 term.

Phuong was born in 1983 and is from Ninh Binh province. He holds a university degree in information technology, a master’s degree in information technology and a master’s degree in business administration.

Before being elected chairman of the Quang Tri Provincial People’s Committee, Phuong held a number of positions, including chief of office and chief inspector at the Ministry of Information and Communications; director general of the ministry’s Department of Personnel and Organization; deputy minister of information and communications; and deputy minister of science and technology.

The prime minister also approved the election of Nguyen The Manh, deputy secretary of the Thai Nguyen Provincial Party Committee, as chairman of the Thai Nguyen Provincial People’s Committee for the 2026-2031 term.

Manh was born in 1972 and is from Hung Yen province. He holds a master’s degree in economics, specializing in finance and credit.

He has held positions including deputy chief inspector at the Ministry of Finance; deputy director general of the General Department of Taxation; director general of Vietnam Social Security; deputy head of the Party Central Committee’s Commission for Policies and Strategies; and deputy secretary of the Thai Nguyen Provincial Party Committee.
