The Ministry of Industry and Trade is consulting with the relevant ministries and agencies to establish a national competition commission by merging the Vietnam Competition Authority and the Vietnam Competition Council, Nguoi Lao Dong newspaper reported.

The commission will have eight subordinates, which will be authorities governing investigation and competition supervision, consumer protection, dispute resolution, multilevel marketing business management, international cooperation and legislation; a national competition and consumer protection commission office; and an office in HCMC.
An information and training center will also be included.
The commission chairman will be appointed or dismissed by the prime minister, following the proposal of the minister of industry and trade. The chairman must assume responsibility for the activities of the commission before the prime minister, the minister of industry and trade and the law.
As for its duties, the commission will be responsible for preparing legal paperwork related to the competition, consumer protection and the multilevel marketing business and submitting them to the minister of industry and trade for consideration and approval. It will also propose amendments to existing regulations when necessary.
Moreover, it will be tasked with addressing the unhealthy competition among businesses in line with the law; building and managing data on large and exclusive enterprises; overseeing the application of regulations on competition, customer protection and the multilevel marketing business; handling consumers’ and enterprises’ complaints and lawsuits; and entering into negotiations on competition and consumer protection standards for international trade pacts.
