Hanoi’s traffic police have announced a plan to temporarily ban and restrict vehicles on several major roads to serve the 11th National Patriotic Emulation Congress, which will take place on December 26–27 at the National Convention Center (Tu Liem District) and the Quan Ngua Sports Palace (Ngoc Ha Ward).

According to the Hanoi Traffic Police Department, the restrictions will be in effect from 1:30 p.m. to 11 p.m. on December 26 and from 6:30 a.m. to 12:30 p.m. on December 27.

During these times, trucks weighing 1.5 tons or more and passenger vehicles with 16 seats or more will be banned, while other vehicles will face limited access on several routes.

The restricted areas include:

Pham Hung (from Pham Hung – Me Tri to Pham Hung – Tran Duy Hung), Thang Long Boulevard (lanes adjacent to the National Convention Center, from Pham Hung – Tran Duy Hung to the Thang Long Boulevard – Le Quang Dao frontage road), Do Duc Duc, Mieu Dam, Lieu Giai, Van Cao (lanes near Quan Ngua Sports Palace), Tran Duy Hung, Nguyen Chi Thanh, Kim Ma, Nguyen Thai Hoc, Tran Phu, Hung Vuong, Chu Van An, Dien Bien Phu, Nguyen Tri Phuong, Doc Lap, Hoang Van Thu, Nghi Tam, Thanh Nien, Hoang Hoa Tham (from Hoang Hoa Tham – Tam Da slope to Hoang Hoa Tham – Hung Vuong), Van Phuc, Le Hong Phong, Hoang Dieu, Le Duan, Hang Luong, Tran Binh Trong, Tran Nhan Tong (from Tran Nhan Tong – Quang Trung to Tran Nhan Tong – Le Duan), Tran Hung Dao (from Tran Hung Dao – Quan Su to Tran Hung Dao – Da Tuong), Trang Thi (from Trang Thi – Tho Nhuom to Trang Thi – Quang Trung), Pham Ngoc Thach (from Pham Ngoc Thach – Xa Dan to Pham Ngoc Thach – Dao Duy Anh), and Dao Duy Anh.

Ensuring safety and smooth traffic flow

Authorities emphasized that the measures aim to ensure safety, security, and smooth traffic for the high-level event, which will gather national delegates and leaders.

The Hanoi Police urged all drivers and residents to comply strictly with traffic laws, follow the instructions of traffic officers, and yield immediately to priority vehicles displaying sirens and flashing lights.

Drivers encountering such vehicles are asked to move to the right-hand edge of the road or turn into the nearest side street or intersection to give way.

The police have also advised residents to plan alternative routes and avoid the affected areas during the specified hours to minimize congestion and ensure the success of the event.
