Prime Minister Nguyen Xuan Phuc will submit the proposal to dismiss Minister of Transport Truong Quang Nghia and Government Inspector General Phan Van Sau on October 24 and the deputies will vote on October 25. The list of the candidates will also be revealed on October 25 and the deputies will vote on the next day.

Despite being dismissed before their terms end, both officials are still considered to have done a good job over the past two years. The dismissal was a required procedure as Nghia was assigned as the new party secretary of Danang while Sau submitted a letter of resignation.

Both officials had to deal with many hot issues in recent years. The Ministry of Transport faced congestion, overloaded airports, and the problems with build, operate and transfer projects. Long Thanh Airport Project is eight months behind schedule and weak infrastructure cannot keep up with socio-economic development.

Sau was assigned with many internal investigations such as the VN Pharma investigation, and the on-going case in which Yen Bai Provincial Director of Natural Resources and Environment Pham Sy Quy ownership of a 13,000-square-metre villa, and accusations of lying about his declaration of personal assets.

National Assembly Secretary General Nguyen Hanh Phuc said Sau wanted to resign because of health and family problems. Sau also thinks that he is unsuitable to the job.

The minister of transport was responsible for proposing a ground clearance plan for Long Thanh Airport Project when the session started. However, proposals related to Long Thanh Airport and North-South Expressway will be pushed back until after the new minister is decided. Similarly, the government inspector general was set to propose the revised anti-corruption law but it has been delayed.

Regarding the North-South Expressway project, the Minister of Planning and Investment Nguyen Chi Dung expressed worries about the slow progress and that it would be difficult to disburse VND70trn (USD3bn). Several policies may not have public support.

Many people also expressed concerns about the quality of the anti-corruption law in previous sessions.
