With 481/481 votes in favor, the National Assembly on the afternoon of January 5 passed a resolution approving the appointment of Minister of Natural Resources and Environment Tran Hong Ha and Party Secretary of Hai Phong City Tran Luu Quang as Deputy Prime Ministers for the term 2021-2026.

Earlier, the National Assembly passed a resolution approving the dismissal of Mr. Pham Binh Minh and Mr. Vu Duc Dam from the post of deputy prime minister in the 2021-2026 tenure.

Mr. Tran Hong Ha.




Mr. Tran Hong Ha was born on April 19, 1963, a native of the central province of Ha Tinh. 

He was an alternate member of the Party Central Committee on the 11th tenure and member of the Central Committee of the Communist Party of Vietnam on the 12th and 13th tenures, and a deputy of the XIV National Assembly.

September, 1996 – November, 1998: He worked at the Environment Department under the Ministry of Science, Technology, and Environment

December, 1998 – April, 2002: Deputy Manager, Manager of the Policy and Laws Office under the Environment Department (the Ministry of Science, Technology, and Environment)

May, 2002 – December, 2003: Deputy Director of the Environment Department (the Ministry of Science, Technology, and Environment)

January, 2004 – September, 2005: Acting Director, then Director of the Environmental Protection Department under the Ministry of Natural Resources and Environment

October, 2005 – June, 2008: Director of the Environmental Protection Department, Deputy General Director of Environment Department under the Ministry of Natural Resources and Environment

July, 2008 – December, 2008: Deputy Minister of Natural Resources and Environment

January, 2009 – June, 2010: Deputy Secretary of Ba Ria-Vung Tau Provincial People’s Committee

Mr. Tran Luu Quang

Mr. Tran Luu Quang was born on August 30, 1967, a native of Tay Ninh Province. He was a bachelor in mechanical engineering before obtaining a master’s degree in public governance.

He was an alternate member of the 11th Party Central Committee; member of the Central Party Committee of the XII, XIII terms, member of the XV National Assembly.

Mr. Quang used to be an expert and head of Office of Foreign Economic Relations under the Tay Ninh Department of Planning and Investment. He worked as Deputy Head of the Managing Board of Moc Bai Tay Ninh Border Gate Economic Zone from December 2003 to July 2006 and Deputy Director of the Tay Ninh Department of Planning and Investment until August 2008.

From August 2008 to 2011, he held the position of Chairman of the People’s Committee, Secretary of the Party Committee of Trang Bang district and became alternate member of the Party Central Committee (XI term) and Standing Deputy Chairman of the People’s Committee of Tay Ninh province.

In July 2015, the Politburo assigned Mr. Quang as Secretary of the Tay Ninh provincial Party Committee for the 2010-2015 term. At the 10th Tay Ninh Party Congress (term 2015-2020), he was re-elected Secretary of the Tay Ninh Party Committee, and Chairman of the Tay Ninh People’s Council.

In February 2019, the Politburo appointed Mr. Quang as Standing Deputy Secretary of the Ho Chi Minh city Party Committee, replacing Mr. Tat Thanh Cang.

He was appointed as the Secretary of the Party Committee of Hai Phong City in May 2021.
