Under Decision No. 1256/QD-TTg, the Prime Minister transferred and appointed Doan Trung Kien, formerly Vice Chairman of the People's Committee of Tay Ninh Province, as a deputy minister of education and training.

Separately, under Decision No. 1259/QD-TTg, Pham Quang Hung, Director General of the Department of Science, Technology and Information under the Ministry of Education and Training, was appointed deputy minister.

Both appointments took effect on July 10.

Born in 1979 in Ninh Binh Province, Doan Trung Kien holds a doctorate in law and an advanced degree in political theory.

Before joining the ministry's leadership, he served as Vice Chairman of the Tay Ninh provincial government. Earlier in his career, he was President of Hanoi Law University, Director of the Judicial Academy, and held several positions at the Government Office.

Pham Quang Hung, newly appointed Deputy Minister of Education and Training.

Pham Quang Hung, born in 1974 and also a native of Ninh Binh Province, holds an advanced degree in political theory.

He earned a master's degree and pursued doctoral research at the University of Saskatchewan in Canada before returning to Vietnam.

Prior to his appointment, Hung served as Director General of the Department of Science, Technology and Information at the Ministry of Education and Training.

His previous positions include lecturer at Hanoi University of Civil Engineering, Director General of the Department of Overseas Education, and Director General of the Department of International Cooperation following the merger of the ministry's international cooperation units.

Following the appointments, the leadership of the Ministry of Education and Training consists of Minister Hoang Minh Son and five deputy ministers: Pham Ngoc Thuong, Le Quan, Nguyen Thi Quyen Thanh, Pham Quang Hung, and Doan Trung Kien.
