According to the National Center for Hydro-Meteorological Forecasting, Typhoon Tra Mi is positioned near the East Sea.

At 1 AM on October 23, the center of Typhoon Tra Mi was located approximately at 15.2°N latitude and 125.4°E longitude, over the eastern waters of Central Philippines. The strongest winds near the typhoon's center are at level 9 (75-88 km/h), with gusts up to level 11. The storm is moving northwest at about 20 km/h.

In the following hours, the typhoon is expected to continue moving northwest at approximately 15 km/h. By around 1am on October 24, the center of Typhoon Tra Mi will be located at about 17.1°N latitude and 122.1°E longitude, over land east of Luzon Island (Philippines), with an intensity of level 10 and gusts of level 12.

Meteorological agencies forecast that this typhoon will continue to strengthen.

Currently, cold air is affecting most of Northeast Vietnam. In Bach Long Vi, northeastern winds are blowing at level 6, with gusts reaching level 7.

On October 23, the cold air will continue to impact other areas in Northeast Vietnam, North Central Vietnam, parts of Northwest Vietnam, and Central North Central Vietnam. The northeastern wind will be at level 3, increasing to level 4-5 in coastal areas.

During this cold air mass in Northern Vietnam, Thanh Hoa and Nghe An will experience cool weather. From the night of October 23, temperatures will drop at night and in the morning, particularly in mountainous areas where it will be chilly.

The lowest temperatures in Northern Vietnam are expected to range from 19-21°C, with mountainous areas seeing lows of 17-19°C and some high mountainous regions dropping below 16°C. In Thanh Hoa and Nghe An, the lowest temperatures will generally be between 20-23°C.

At sea, in the North East Sea area (including the waters surrounding the Paracel Islands), the northeast wind will blow strongly at level 6, occasionally reaching level 7, while eastern areas may experience winds at level 6-7, with gusts of level 8-9. The sea will be rough, with waves rising from 3 to 6 meters. In the Gulf of Tonkin, the northeast wind will blow at level 6, with gusts reaching level 8-9; the sea will also be rough, with waves ranging from 2 to 3.5 meters.

On October 23, areas from southern Nghe An to Thua Thien Hue will experience rain, moderate rainfall, and in some locations, heavy rain and thunderstorms. Thunderstorms may bring whirlwinds, lightning, and strong gusts.
