Less prestigious state-owned and private schools as well as state owned schools have complained they lack students, which is a new phenomenon.
The Ministry of Education and Training (MOET) has said that students with a 15 score or higher from on the national high-school finals can apply to universities.
According to Nguyen Thi Kim Phung, director of the ministry’s University Education Department, 404,282 students will be eligible for applying for universities.
Meanwhile, schools are allowed to enroll 317,639 students in total.

This means that though students have applied for some schools, they may give up at the last minute. Therefore, many universities and junior colleges received a large number of applications after one week of enrollment, but they are still not sure if they can find enough students.
According to Phung, after the first enrollment campaign ended, MOET informed schools that 396,496 students had registered 602,747 seats at schools.
Tien Phong quoted MOET’s Deputy Minister Bui Van Ga as saying on August 16 that about 75 percent registered to study at two schools at the same time. This means that the proportion of ‘virtual’ students is high at 75 percent.
On August 22, the HCM City Food Industry University received 200 applications for the second enrollment campaign.
Pham Thai Son, deputy director of the school’s enrollment center, noted that most of the students are from HCM City, while there are very few students from other provinces. The students mostly received 17-18 score from the high-school finals.
According to Nguyen Minh Ha, head of the training division of the HCM City Open University, the school still needs to enroll 380 students for 10 training majors. The number of applications are modest for Chinese language and social work faculties.
Only a few schools have found enough students so far as shown by official reports.
Hundreds of schools have to continue looking for students after the first enrollment campaigns, including ‘hot’ schools such as the HCM City Medical and Pharmaceutical University, Pham Ngoc Thach Medical University, the HCM City University of Technology, the HCM City University of Education and the HCM City Agriculture and Forestry University.
