In a recently published report, the Department of Debt Management and External Finance of the Ministry of Finance said that, by the end of 2015, ODA capital committed but undisbursed for Vietnam was about $22 billion. This raises concerns about Vietnam’s effective use of ODA.

At the recent regular Government meeting, the Chairman of the Government Office Mai Tien Dung also confirmed the figure and said that about $22 billion ODA was not disbursed yet.

Meanwhile, total ODA and preferential foreign loans disbursed by May 2016 reached approximately 71% of total signed ODA.

According to Mai Tien Dung, of the $22 billion ODA committed, $2.15 billion will be disbursed before 2016, and the rest will be disbursed from now to 2020 and for many projects after 2020.
